【摘要】：正一、前言当前,教育是最能牵动人们神经的一个话题,人们对教育的关注和讨论亦十分热烈。自20世纪70年代起,为了应对经济危机、社会危机和时代发展的挑战,西方主要发达国家掀起了一场以新公共管理为标志的政府改革运动,一些国家在教育治理问题上进行了积极的探索和实践。当前,"更少的统治、更多的治理"成为了许多国家政治体制改革的趋势,也引起了学者们的广泛关注。作为为公众提供公共服务的主体,基层公务员直接面向社会,其服务能力和水平关乎政府形象及群众
[Abstract]:At present, education is a topic that affects people's nerves most, and people pay much attention to education.Since the 1970s, in order to cope with the economic crisis, social crisis and the challenges of the development of the times, a government reform movement marked by the new public management has been launched in the major developed countries of the West.Some countries have carried on the active exploration and the practice on the education governance question.At present, "less rule, more governance" has become the trend of political system reform in many countries, and has aroused the widespread concern of scholars.As the main body of providing public services to the public, civil servants at the grass-roots level are directly facing the society, and their service ability and level are related to the image of the government and the masses.
