论电子化政府建设中的公共政策信息系统及其优化

【摘要】：公共政策信息系统是公共政策系统中的一个基础性子系统,其基本运作原理是为了特定的目的进行信息的收集、加工、分析和发布,政策信息系统运行影响整个政策过程的运行效果甚至直接影响一项公共政策的成败。电子化政府是信息通讯技术与公共管理的有机结合,电子化政府建设对于公共政策信息系统的功能价值就在于通过促进政策信息资源的公共获取、信息传递的电子参与、政策信息分析处理过程中的电子咨询和政策信息存储的电子服务促进政策信息系统的优化,但由于"信息安全与隐私保护"制约了电子信息的公共获取、"数字鸿沟"限制了电子参与的深度与广度、"信息不对称"影响了电子咨询的有效实施以及"信息孤岛"制约信息系统的整合与一体化,因而电子化政府优化政策信息系统的功能具有其现实限度。在我国电子化政府建设过程中,应通过坚持信息公开、消弭信息鸿沟、扩大电子咨询和打通信息孤岛等主要路径,促进公共政策信息系统的不断优化。
[Abstract]:Public policy information system is a basic subsystem of public policy system. Its basic operating principle is to collect, process, analyze and publish information for specific purposes.The operation of policy information system affects the operation effect of the whole policy process and even directly affects the success or failure of a public policy.Electronic government is an organic combination of information and communication technology and public management. The function value of electronic government construction for public policy information system lies in promoting the public access to policy information resources and electronic participation in information transmission.Electronic advice in the process of analysis and processing of policy information and electronic services for storing policy information contribute to the optimization of policy information systems,However, "information security and privacy protection" restricts public access to electronic information, "digital divide" limits the depth and breadth of electronic participation, "information asymmetry" affects the effective implementation of electronic consultation and "information isolation".The island "restricts the integration and integration of information systems,"Therefore, the function of optimizing policy information system by electronic government has its realistic limit.In the course of the construction of electronic government in our country, we should promote the continuous optimization of public policy information system by sticking to the information publicity, eliminating the information gap, expanding the electronic consultation and opening up the isolated island of information.
