朝阳市农村单身贫困母亲的社会救助问题研究

【摘要】：近些年来,我国经济社会高速发展,国民各阶层的收入都有显著增加,但是城乡差距依然存在,中国农村的贫困现象仍然需要高度关注。在农村的贫困人口中,处于离异、丧偶状态的单身贫困母亲,因家庭结构的不完整,不仅需要承担繁重的生产劳动,而且要负担抚养子女、照顾老人等家务劳动,同时还要忍受深植农村的传统性别观念的束缚。多重压力并存,使她们成为贫困中的最贫困者。社会救助对于保障低收入者的基本生活,缓解贫困以及维护社会稳定都起着重要作用。本文以农村单身贫困母亲群体为研究对象,通过问卷调查的形式,对朝阳市辖五个主要的农业县中生活在贫困线以下,目前处于离异、丧偶状态的单身母亲进行抽样调查,综合运用政治学、公共管理、社会学等学科领域的理论知识,对这一群体的生存现状和社会救助现状进行了解掌握及相关原因分析,力求得到详实准确的数据资料,为相关学术研究提供参考和依据。通过研究发现,中国农村传统性别观念的影响,农村单身贫困母亲社会救助的主体地位缺失以及救助缺乏长效机制是导致农村单身贫困母亲社会救助存在问题的根源。在分析借鉴典型国家和地区针对困难人群,特别是针对贫困妇女的相关社会救助制度的基础上,提出了关于建立朝阳市农村单身贫困母亲社会救助的基本方案,包括鼓励多元主体参与、设定科学合理的救助标准、提供多方位的救助服务、设置统一高效的救助管理机构和建立有效的监督机制等主要内容。最后,从强化政府责任,推进社会化运作和引导单身母亲自立自强三个层面提出朝阳市完善农村单身贫困母亲社会救助的对策建议。
[Abstract]:In recent years, with the rapid development of economy and society in our country, the income of all strata of the people has increased significantly, but the gap between urban and rural areas still exists, and the phenomenon of poverty in rural areas in China still needs to be paid close attention to.Among the poor people in rural areas, single poor mothers who are divorced and widowed need not only heavy production work, but also household work such as raising children and caring for the elderly because of the incomplete family structure.At the same time, we have to endure the bondage of the traditional gender concept deeply planted in the countryside.The combination of multiple pressures makes them the poorest of the poor.Social assistance plays an important role in protecting the basic life of low-income people, alleviating poverty and maintaining social stability.This article takes the rural single poor mother group as the research object, through the form of the questionnaire, carries on the sample investigation to the single mother who lives below the poverty line in the five main agricultural counties of Chaoyang city and is currently in the state of divorce and widowhood.Comprehensive use of political science, public administration, sociology and other disciplines of theoretical knowledge, to the survival of this group and social assistance status of understanding and grasp and related reasons analysis, and strive to obtain detailed and accurate data,To provide reference and basis for relevant academic research.Through the research, it is found that the influence of the traditional gender concept in rural areas, the lack of the main status of the rural single poor mothers' social assistance and the lack of long-term mechanism are the root causes of the problems of the rural single poor mothers' social assistance.On the basis of analyzing and drawing lessons from the relevant social assistance system of the typical countries and regions for the needy people, especially for the poor women, this paper puts forward the basic plan of establishing the social assistance for the single poor mothers in Chaoyang city.It includes encouraging multiple subjects to participate, setting up scientific and reasonable rescue standards, providing multi-directional rescue services, setting up unified and efficient rescue management institutions and establishing effective supervision mechanism.Finally, from the three aspects of strengthening government responsibility, promoting socialized operation and guiding single mothers to strengthen themselves, the author puts forward the countermeasures and suggestions to improve the social assistance for rural single poor mothers in Chaoyang.
