【摘要】:部队在训练中发生的问题,大多是由于组训不精细、操作不精细、把关不精细等引起的。特别是当前部队正处于按新大纲施训及转型发展的关键阶段,随着武器装备更新换代,信息化建设快速发展,粗放式的管理方式已不适应战备训练“零差错”、“零失误”和装备管理“零缺陷”要求。推进部队精细化管理的目的,就是要改变部队以往存在的粗放式的管理。强化官兵的号令意识和职责意识,提高规章制度和各类法规执行的贯彻力、执行力,把落实过程作为从严治军的过程。 本文以部队精细化管理问题为研究对象进行理论探讨,通过对其现状的分析找出在部队精细化管理过程中存在的突出问题,运用精细化管理学的原理,根据精细化管理的基本理念,从而进行较为深入的研究,找出科学的对策完善部队管理机制。 文章分别从部队精细化管理的重要性与紧迫性、管理的现状以及存在的问题等方面,作了较为细致的分析。论文针对传统的部队管理体系中的缺陷,在精细化的理论指导下,从提高人员素质、克服惰性、控制滴漏、强化链接、协作管理,从而提高整体效益的管理角度,提出采用数量化、细节化、标准化、精益化、信息化五种方法手段解决部队精细化管理存在的问题,从而实现部队的精细化管理。 实行精细化管理改革后,部队精细化管理实施取得了初步的成效,其围绕军队的发展目标,以集约严细为基本原则,以挖潜、降耗、增效为重点,通过分析、分解工作流程,细化、量化工作量,实现管理流程再造,实现各项管理工作更加标准化、数量化、流程化、规范化,进一步提升部队管理水平和整体实力,从而加快部队的健康、持续、和谐发展。
