农村社会组织面临的困境及未来发展模式研究

【摘要】：中共中央于2003年将“三农”问题写入工作报告以来，“三农”问题成为人们普遍关注的焦点，如何实现农业产业化，提高农民收入、缩小城乡收入差距，提高农民的整体文化素质，保障农民权利等是构建和谐社会，建设社会主义新农村面临的重大难题。政府作为公共管理的主体必须承担起解决社会难点、热点问题的责任，但由于政府权力从乡村一级的回缩以及政府社会保障及社会资源整合等能力的不足导致政府农村治理能力存在欠缺，而农村地区发展不充分的市场经济及其追求利益最大化的特性使得市场不可能解决社会公共需要问题，这就需要动员政府和市场之外的第三种力量——农村社会组织来满足农村发展需要。扎根于基层的农村社会组织对公共物品的提供，农民权利的保障拥有他人或组织无可比拟的优势。因此，无论是从政府失灵，还是从政府职能转变角度来讲，开展对农村社会组织的研究是非常有必要的。本文以农村社会组织为研究对象，通过文献研究、矛盾分析等研究方法，对农村社会组织的定义、兴起原因、功能等进行简要概括，在分析其现状后指出存在的主要问题：制度上，缺乏健全的法律法规，，面临合法性危机；资源上，资金、人才匮乏阻碍组织的发展并导致对政府的依赖；长期以来与政府的关系致使独立性不足制约其自治能力。尽管农村社会组织发展面临诸多问题，但其在农村社会中发挥的作用不容小觑，其未来发展模式应寻求与政府的积极合作治理：政府方面，加强法制建设，为农村社会组织创造良好的制度环境，扩大对农村社会组织资金投入力度、扶持其发展，转变政府职能，释放农村社会组织自主性空间；农村社会组织方面，提高成员意识，紧抓自身能力建设。
[Abstract]:Since the CPC Central Committee wrote the issue of "agriculture, countryside and farmers" into the work report in 2003, the issue of "agriculture, rural areas and farmers" has become the focus of general concern. How to realize the industrialization of agriculture, raise the income of farmers and narrow the income gap between urban and rural areas, It is an important problem to build a harmonious society and build a new socialist countryside to improve the farmers' overall cultural quality and protect their rights. As the main body of public administration, the government must assume the responsibility of solving the difficult and hot social problems. However, due to the withdrawal of government power from the rural level and the insufficiency of the government's capacity of social security and social resources integration, the government's rural governance capacity is deficient. However, the underdeveloped market economy in rural areas and its pursuit of maximizing benefits make it impossible for the market to solve the problem of social public needs. This requires mobilizing the third force outside the government and market-rural social organization to meet the needs of rural development. The provision of public goods and the guarantee of farmers' rights have the unparalleled advantages of others or organizations. Therefore, whether from the point of government failure or the transformation of government functions, it is necessary to carry out research on rural social organizations. This article takes the rural social organization as the research object, through the literature research, the contradiction analysis and so on research method, carries on the brief summary to the rural social organization definition, the rise reason, the function and so on. After analyzing the present situation, the author points out the main problems: lack of sound laws and regulations, facing the crisis of legitimacy, lack of resources, funds and talents, which hinder the development of the organization and lead to the dependence on the government; The long-term relationship with the government has led to a lack of independence to restrict its autonomy. Although the development of rural social organization faces many problems, its role in rural society should not be underestimated, and its future development model should seek positive cooperation and governance with the government. To create a good institutional environment for rural social organizations, to expand the investment in rural social organizations, to support their development, to transform government functions, to release the autonomous space of rural social organizations, to enhance the awareness of members in rural social organizations, We should pay close attention to building our own capacity.
