中国民主党派职能问题研究

【摘要】：近些年，我国的现代化进程已经进入到一个重要时期，在复杂多变的国际经济、政治形势下如何保证我国的经济社会保持平稳、较快发展已经成为全社会共同关心的话题。因此，通过进一步加强具有中国特色的多党合作和政治协商制度，使得民主党派能够在社会整合、政治参与、民主监督和维护稳定等方面发挥更大的作用，对于我国顺利完成“十二五”规划制定的各项指标，建设社会主义和谐社会具有十分重要的意义。为了巩固和发展中国特色社会主义政党制度就必须要做到保持执政党和参政党能力的不断提升以及能力的匹配。中国共产党为适应复杂多变的国际国内形势，肩负起执政党的职责和使命，首先在2004年提出了加强执政能力建设，并把执政能力建设和保持党员先进性建设作为执政党能力建设的首要任务。为此各民主党派应不断加强自身能力建设，，这种建设不仅是实现中共和民主党派间能力与地位的匹配，更是为了更好的推进中国特色社会主义事业取得更大的进步。我国的参政党理论研究虽然与建国之初相比有了很大的进步，但是与执政党理论研究相比仍然处在一个比较滞后的位置。通过查找翻阅各种理论文章、期刊杂志、著作等，笔者发现在参政党理论研究中存在着一些问题，如：就参政党自身建设的某一点进行研究的多，从宏观角度研究多党合作制度下参政党整体建设的少；对于执政党和参政党的建设进行分别研究对比的多，从执政党与参政党的相互关系及影响的研究少；对参政党职能中参政议政职能的研究多，对参政党整体进行系统研究的少。由于笔者在民主党派机关工作，对于民主党派的职能有比较充分的认识和了解，我认为目前民主党派对于公共管理的参与度还不是很高。为此应采取以下措施加强民主党派参与公共管理：1.强化参政党的政党角色，明确各自的政治位置，突出责任感和使命感，真正做到自动自觉地行使作为一个民主党派成员参政议政、民主监督的权力，积极主动地参与到各种政治生活中去，进而提高参与公共管理的能力和水平。2.加强理论学习，全面提高民主党派成员的理论素养和政治素质，并要求他们在学习中探索以各种理论知识联系工作实际的各种途径，做到既能够将政治理论知识运用到自己的实际工作中，又能够用自己工作中积累的经验和取得的成绩检验和丰富所学的政治理论知识。3.培育创新改革精神，把中国共产党的方针政策同本民主党派的机关工作相结合，在实际监督合作中，不断探求民主参政的新方法、新举措，开创民主党派工作新局面。4.完善参政议政工作制度，调动全体民主党派成员的参政议政热情，建立起从基层党派成员到参政议政专家的多种参政议政形式，进一步提高参政议政水平。5.完善民主监督机制，提高民主监督的制约力，完善相应的国家法律制度；扩大公民的知情渠道，建立公开透明的公示制度；建立各种规章制度的易操作性，保证民主监督机制正常、有序、高效地运转。
[Abstract]:In recent years , China ' s modernization process has entered an important period , and how to ensure that our country ' s economy and society remain stable in the complex and changeable international economic and political situation . Therefore , by further strengthening the multi - party cooperation and political consultation system with Chinese characteristics , the Communist Party of China ( CPC ) has played a more important role in the construction of socialist harmonious society .

The study of political party theory in our country has made great progress compared with the beginning of the founding of the country , but it is still in a lag position as compared with the theory of ruling party . By looking up and reading various theoretical articles , journal magazines , writings , etc . , the author finds that there are some problems in the study of political party ' s theory , such as the research on a certain point of the construction of the political party itself , and the study of the construction of the political party under the multi - party cooperation system from the macro perspective .
The research on the relationship between the ruling party and the political party has little influence on the construction of the ruling party and the political party , respectively .
In order to improve the Party ' s ability and level of participation in public administration , we should strengthen theoretical study , improve the theoretical accomplishment and political quality of democratic parties , and improve the level of participation in public administration .

Establish the easy operation of various rules and regulations , ensure the normal , orderly and efficient operation of the democratic supervision mechanism .
