中国城市街道办事处改革的思考

【摘要】：中国城市街道办事处是中国特定历史环境的产物，在成立之初就担负着连接政府和居民之间关系纽带的作用。60多年来，中国城市街道办事处的职能几经更迭,在新中国历史上发挥了重要的作用。但是随着经济社会环境的变化，自身存在的问题越来越凸显，尤其在近些年来，改革的呼声越来越高。在全国范围内，陆续有城市街道办事处进行了改革试点。本文主要针对中国城市街道办事处改革的问题而展开讨论的。而在众多的说法中，如：撤销区政府、撤销城市街道办事处、将城市街道办事处建成一级政府等几种说法中倾向于撤销城市街道办事处。本文的研究方法主要采用例证法、历史分析法和比较法。文章选取长春市宽城区站前街道办事处为主要例证对象，对全国基层体制改革呼声较高的城市街道办事处改革展开论述。本文从中国城市街道办事处的概况、历史沿革、以及目前存在的问题及原因入手，运用新公共管理理论、社群主义理论、公民治理理论等理论研究成果，并借鉴美国、日本、新加坡等国家的先进管理理念，进而说明了在当下，中国城市街道办事处改革的现实背景与理论必然性。文章的第三部分，以安徽铜陵为例，说明了中国城市街道办事处改革后所取得的成效；然后以南京市白下区撤销城市街道办事处后进而反弹的范例，指出了撤销城市街道办事处所产生的问题。然后再次从理论分析入手，由理论的高度提出了中国城市街道办事处改革的迫切性与必然性。最后，根据已经进行试点的案例，针对长春市的市情，结合长春市宽城区站前街道办事处的实际情况，从国家、社会、居民等不同角度出发，提出了关于改革中国城市街道办事处的五点建议。但是其中的有些建议很宏观，要想达到效果，经历的时间会比较漫长。在本文的结论部分肯定了中国街道办事处改革所取得的成绩，并且指出在全国范围内撤销城市街道办事处是不可扭转的大趋势。各地方要积极试点，总结经验，及时更正问题，才能在全国范围内取得胜利。由于在全国范围内进行改革城市街道办事处试点的单位不多，可参考的做法与经验有限，所以针对中国城市街道办事处的改革是一个值得持续研究的课题。由于在全国范围内，城市街道办事处之间的实际情况可能千差万别，所以改革是一个循序渐进的过程，短期内不可能一蹴而就。
[Abstract]:The urban street office in China is the product of China's specific historical environment. In the early days of its establishment, it bears the role of connecting the ties between the government and the residents for.60 years. The functions of the urban street offices in China have been changed and played an important role in the history of the new China. However, with the change of the economic and social environment, they exist. The problem is becoming more and more prominent, especially in recent years, the voice of reform has become more and more high. In the whole country, the urban street offices have been reformed. This paper mainly discusses the problems of the reform of urban street offices in China. In many cases, such as revoking the district government, revoking the city street office. This article mainly adopts the example method, the historical analysis method and the comparison method. The article selects the street office in front of the wide urban area of Changchun city as the main example, and the city street office of the whole country grass-roots system reform. On the basis of the general situation, historical evolution, the existing problems and reasons of the urban street offices in China, this paper uses the theory of new public management, the theory of communitarianism, the theory of Citizen Governance and so on, and draws on the advanced management ideas of the United States, Japan, Singapore and other countries. Next, the realistic background and theoretical inevitability of the reform of China's urban street offices.
The third part of the article, taking Tongling of Anhui as an example, illustrates the achievements of the reform of the urban street offices in China, and then points out the problems arising from the revocation of the urban street offices in Bai Xia District, Nanjing. The urgency and inevitability of the reform of the urban street offices in China are presented.
Finally, according to the cases that have been carried out, according to the situation of Changchun city and the actual situation of the street offices in front of Changchun's wide urban area, from the different angles of the state, society and residents, this paper puts forward five suggestions on the reform of the urban street offices in China. However, some of these suggestions are very macro, to achieve the effect and experience. It will be a long time.
In the conclusion part of this article, we affirm the achievements of the reform of the street office in China, and point out that the revocation of urban street offices in the whole country is an untwisting trend.
The reform of the urban street offices in China is a subject worth continuing to study, because there are not many units to reform the urban street offices throughout the country, so the reform of the urban street offices in China is a subject worthy of a continuous study. A gradual process can not be accomplished overnight.
