福州市高层次人才引进政策研究

【摘要】:当今社会,人才是最具竞争力的资源和发展要素,以高层次专业技术人才和高技能人才为代表的高层次专业人才,更是作为整个社会发展的推动因素、经济发展的促进因素、人文环境发展的助力因素而成为整个社会资源中不可或缺、不可替代和不可复制的力量。近年来,福州市在推动本市高层次人才建设上,努力打造人才向往之城和人才集聚之地,而高层次人才引进政策更是人才资源竞争的根本基础。 本文结合本人近几年来在人才工作方面的切身工作实践经验和体会,运用所学公共管理理论和实践加以研究,分析福州市高层次人才队伍建设情况和高层次人才引进政策实施情况,找出福州市高层次人才引进政策现有问题和成因,并借鉴国内外经验做法提出个人优化建议。全文从以下方面开展研究: 一、本文界定了高层次人才引进政策的基本概念。 二、运用马斯洛需求层次理论、ERG理论剖析对高层次人才引进政策进行理论分析。 三、对国内及福州市高层次人才引进现状进行数据调研和问卷调查,得出福州市高层次人才引进政策的问题及形成原因。 四、借鉴和研究国内外高层次人才政策具体做法,归纳出可供参考的实际经验,提出政策优化建议。
[Abstract]:In today's society, talent is the most competitive resource and development factor. High-level professional talents, represented by high-level professional and technical personnel and high-skilled talents, are also the driving factors for the development of the whole society and the promoting factors for economic development. The development of humanistic environment has become an indispensable, irreplaceable and non-replicable force in the whole social resources. In recent years, Fuzhou, in promoting the construction of high-level talents in this city, strive to create a city of talent yearning and talent gathering, and high-level talent introduction policy is the fundamental basis of talent resources competition. This article combines my personal work practice experience and experience in the talent work in recent years, uses the public management theory and practice which I have learned to study, This paper analyzes the construction of high-level talent team in Fuzhou and the implementation of high-level talent introduction policy, finds out the existing problems and causes of the high-level talent introduction policy in Fuzhou, and puts forward personal optimization suggestions for reference to domestic and foreign experience. This paper studies from the following aspects: first, this paper defines the basic concept of high-level talent introduction policy. Second, using Maslow's demand hierarchy theory and ERG theory to analyze the high-level talent introduction policy. Thirdly, through the data investigation and questionnaire investigation on the current situation of high-level talent introduction in China and Fuzhou, the problems and causes of the high-level talent introduction policy in Fuzhou are obtained. Fourth, draw lessons from and study the specific practices of high-level talents policy at home and abroad, sum up the practical experience for reference, and put forward the policy optimization suggestions.
