【摘要】：在企业生产中,安全越来越重要,企业越来越重视安全管理。而安全管理绩效是安全管理的体现。对企业进行安全管理绩效测评可以使企业知道自己现有的安全管理绩效处于怎样的水平,应从哪些方面向其他企业学习,应该如何进行改进,对企业的安全管理具有指导性的作用。在进行安全管理绩效测评时应关注安全管理绩效指标体系和安全管理绩效测评方法两方面的选择。不同的组织或学者提出了许多不同的安全管理绩效的测评维度。本文采用前人在文献沉淀和管理体系分析的基础上提出的一套广泛适用的安全管理绩效指标体系,指标体系基本上由安全文化、风险管理和事故管理三方面构成,指标体系的维度关系和适用性都得到了验证,具有一定的科学性。在测评方法上,当前安全管理绩效测评方法大多受人为因素影响,不能够客观准确地测量。为解决上述问题,本文经过研究分析,在前人安全管理绩效指标体系的基础上,选择客观性较强的数据包络分析法进行安全管理绩效实证测评,了解企业在行业中安全管理绩效的现状,找出企业目前存在的问题,提出相应措施提高企业的安全管理绩效,为安全管理绩效测评提供新的思路,同时验证指标体系的实用性。本文主要研究内容如下:(1)对前人提出的安全管理绩效指标体系进行了归纳和总结,结合数据包络分析法方法,建立了基于数据包络分析法的安全管理绩效指标体系。指标体系包括两方面:输入指标和输出指标。(2)对输入和输出指标进行了量化。设计调查问卷,根据调查问卷进行输入指标数据收集;根据实际生产记录和资料进行输出指标收集。(3)应用DEA对某石油集团下的8个企业的安全管理绩效进行实证测评。通过效率值和规模收益,对多企业的安全管理绩效进行横向的比较;通过投影值分析找出安全管理绩效不佳决策单元的薄弱环节,通过敏感度分析过程性指标对于企业安全管理绩效的具体影响程度,为企业的安全管理工作找到重点。
[Abstract]:Safety is becoming more and more important in enterprise production. Enterprises pay more and more attention to safety management, and safety management performance is the embodiment of safety management. What aspects should be learned from other enterprises and how to improve. It has a guiding effect on the safety management of enterprises. When evaluating the safety management performance, we should pay attention to the choice of the safety management performance index system and the safety management performance evaluation method. Different organizations or scholars put forward. This paper adopts a set of widely applicable index system of safety management performance based on literature precipitation and management system analysis. The index system is basically composed of three aspects: safety culture, risk management and accident management. The dimensionality and applicability of the index system have been verified. Most of the current safety management performance evaluation methods are affected by human factors, and can not be measured objectively and accurately. In order to solve the above problems, this paper studied and analyzed, on the basis of the previous safety management performance index system. Choosing the objective data envelopment analysis method to carry out empirical evaluation of safety management performance, understand the current situation of enterprise safety management performance in the industry, and find out the existing problems of enterprises. Put forward the corresponding measures to improve the safety management performance of enterprises, and provide a new way of thinking for the safety management performance evaluation. At the same time verify the practicability of the index system. The main research content of this paper is as follows: 1) the safety management performance index system is summarized and summarized, combined with the data envelopment analysis method. The index system of safety management performance based on data envelopment analysis is established. The index system includes two aspects: input index and output index. According to the questionnaire input index data collection; According to the actual production records and data to collect the output indicators. 3) using DEA to measure the safety management performance of 8 enterprises under a certain oil group. Through the efficiency value and the scale return. The safety management performance of multi-enterprises is compared horizontally. Through the projection value analysis to find out the weak link of the decision-making unit of the poor performance of safety management, through the sensitivity analysis of the process index to the enterprise safety management performance specific influence degree. Find the key point for the safety management of the enterprise.
