森林动态补偿机制设计与实证

【摘要】：文章提出了森林动态补偿的新机制,明确了动态补偿的原则、目标、对象、周期、方式等补偿要素,初步设计了绩效管理考评及森林重要性"二维"补偿等级分配机制,辅以调整办法,形成一套完整的森林动态补偿机制。通过对辽宁省桓仁县2011年和2012年森林动态补偿标准的实证应用和结果反馈,印证了动态补偿机制设计和思想理念比较贴合实际,在注重提高森林整体效益同时兼顾了公平合理。
[Abstract]:This paper puts forward a new mechanism of forest dynamic compensation, and clarifies the principle, goal, object, period, mode and other compensation elements of dynamic compensation. Preliminary design performance management evaluation and forest importance "two-dimensional" compensation grade allocation mechanism, supplemented by adjustment methods. To form a complete forest dynamic compensation mechanism. Through the 2011 and 2012 forest dynamic compensation standards of Huanren County Liaoning Province empirical application and result feedback. It is proved that the design of dynamic compensation mechanism and the idea of dynamic compensation are more suitable to the practice, and pay attention to the improvement of the overall benefit of the forest and give consideration to the fairness and reasonableness.
