扬州市政府公共文化服务运行管理职能完善研究

【摘要】:随着公众对精神文化需求的不断提高,文化服务作为人们生活需求的一部分已经对服务型政府提出越来越高的要求。近年来我国公共文化服务运行中政府职能虽在不断提升,但不少方面依然发展滞后与不足,对此,研究政府对公共文化服务运行的管理职能具有现实意义。根据重要性和可操作性原则,选取从政策制定、财政保障、人才建设和监督管理这四个方面对公共文化服务运行的管理职能进行研究。本研究以中央要求公共文化服务不断深化为背景,以满足人民群众基本文化需求为出发点,通过政府职能对公共文化服务影响的相关理论回顾和借鉴,分析了扬州市政府职能对扬州市公共文化服务的作用机理,通过2013-2015年公共文化服务相关数据分析,阐述政府职能在公共文化服务运行中发挥现状,在此基础上,指出政府职能在公共文化服务运行过程中的发挥不足,并提出相关建议和对策。“十二五”期间,扬州市政府通过发挥政府职能在公共文化服务建设和运行上取得较好的成绩:公共文化服务体系日益完善,公共文化服务内容不断丰富,文化人才队伍不断壮大,文化治理能力有效提升等。研究结果表明:1.政府职能的发挥对公共文化服务运行起着积极作用:(1)政府在政策制定和执行上对公共文化服务运行起着指导性作用。政府每出台一个新的有关公共文化服务方面的文件,决定了公共文化服务的发展方向。(2)政府在财政投入和资金拨付上对公共文化服务运行起着关键性作用。扬州市每年文化事业财政拨款接近20%的增长速度为公共文化服务运行提供的重要保障。(3)政府监管是公共文化服务良性运行的必要保证。(4)政府在人才引进和培养上对公共文化服务运行起着决定性作用。2.政府职能的缺失或发挥不到位在一定程度上阻碍了公共文化服务运行的发展。当前在文化服务运行过程中,还存在以下现象:1.基础设施不均。2.财政投入不足。3.绩效考核体系有待细化。4.人才队伍层次不合理等。这些方面在一定程度上影响了扬州市公共文化服务的平稳运行。根据原因理论分析与研究结果,本文提出相关建议与对策:1.推进基础设施基础化建设。2.建立多渠道资金渠道。3.完善绩效考核机制。4.优化人才队伍等。
[Abstract]:With the continuous improvement of the public's demand for spiritual culture, as a part of people's living needs, cultural service has put forward more and more high requirements to the service-oriented government. In recent years, government functions in the operation of public cultural services in China have been continuously improved. However, many aspects are still lagging behind and insufficient. Therefore, it is of practical significance to study the management function of the government on the operation of public cultural services. According to the principles of importance and maneuverability, this paper selects policy making, financial guarantee, and so on. The four aspects of talent construction and supervision and management have studied the management functions of the operation of public cultural services. This study is based on the background of the central authorities' request for the deepening of public cultural services and the satisfaction of the basic cultural needs of the people. By reviewing and drawing lessons from the relevant theories of the influence of government functions on public cultural services, this paper analyzes the mechanism of Yangzhou municipal government's functions on public cultural services in Yangzhou, and analyzes the relevant data of public cultural services from 2013 to 2015. This paper expounds the present situation of government functions in the operation of public cultural services, on the basis of which, points out the insufficiency of government functions in the operation of public cultural services, and puts forward some relevant suggestions and countermeasures during the 12th Five-Year Plan period. The Yangzhou Municipal Government has made good achievements in the construction and operation of public cultural services by giving full play to government functions: the public cultural service system has become increasingly perfect, the contents of public cultural services have been constantly enriched, and the ranks of cultural talents have been growing. The research results show that the function of government plays an active role in the operation of public cultural services.) the government plays a guiding role in the formulation and implementation of policies for the operation of public cultural services. Every time the government publishes a new document on public cultural services, The government plays a key role in the operation of public cultural services in terms of financial input and fund allocation. The annual growth rate of the financial allocation for cultural undertakings in Yangzhou is close to 20% for public documents. Government supervision is the necessary guarantee for the benign operation of public cultural services.) the government plays a decisive role in the introduction and cultivation of talents to the operation of public cultural services. To a certain extent, it hinders the development of the operation of public cultural services. There are also the following phenomena: 1. Uneven infrastructure. 2. Inadequate financial investment. 3.The performance appraisal system needs to be refined .4.The level of talent ranks is unreasonable. These aspects affect the smooth transportation of public cultural services in Yangzhou to a certain extent. According to the reason theory analysis and research results, This paper puts forward relevant suggestions and countermeasures: 1.Promoting infrastructure infrastructure infrastructure construction. Establishing multi-channel funding channels .3.perfecting performance appraisal mechanism .4.optimizing talent team.
