中国绩效测量的政治学

【摘要】：为了提高绩效和加强问责,中国公共部门广泛运用了绩效测量的方法。同其他国家一样,绩效测量在中国体现了政治的管理和导向,以明确政治优先事项,获得政治忠诚和回应。本文提出了以体制为核心的分析框架来理解中国绩效测量的政治属性。政治体制影响了中国绩效测量的采用和运作,其结构性要素包括整合性的党政体制、中国发展国家及其绩效合法性策略、单一但分权的政府间体制,以及官僚文化和非正式规则。尽管以上因素也会存在制约作用,这些中国政治体制的结构性特征从根本上造就了绩效测量的兴起与流行。
[Abstract]:In order to improve performance and enhance accountability, the Chinese public sector has widely used performance measurement methods. As in other countries, performance measurement reflects political management and direction in China to identify political priorities, Get political loyalty and response. This paper proposes a system-centered analysis framework to understand the political attributes of performance measurement in China. Political system influences the adoption and operation of performance measurement in China. Its structural elements include an integrated party and government system, China's development state and its performance legitimacy strategy, a single but decentralized intergovernmental system, and bureaucratic culture and informal rules. These structural features of Chinese political system have fundamentally created the rise and popularity of performance measurement.
