制度嵌入、精英下沉与基层社会治理——基于桂南Q市“联镇包村”的个案考察

【摘要】：基层社会治理创新是推进国家治理体系和治理能力现代化的重要组成部分。基于"归纳-演绎-实证"的分析框架,对桂南Q市"联镇包村"研究发现:驻村干部不完全局限于完成"包发展、包党建、包稳定"任务,也包括落实地方政府的各项制度安排;由高度组织化动员所形成资源吸纳作用,使得"条块"部门主动跟进,形成一种集中力量办大事的态势;"坐班式"驻村突破了传统的"运动式"治理困境,尤其在绩效考核、晋升激励与委派单位协助下,精英治村的效果超越以往。但由于基层社会环境的异质性,各村庄的治理呈现出明显的差异性。因此,地方政府应加强制度的顶层设计与政策的底层实践,使联镇包村制度可持续化。本研究的创新在于以制度嵌入与精英下沉两个维度诠释地方政府如何依赖科层制路径,体制内精英如何反科层化运作,推动联镇包村制度来提升基层治理能力。
[Abstract]:Grass-roots social governance innovation is an important part of promoting the modernization of national governance system and governance capacity. The study of "Lianzhen Baocun" in Q city of southern Guangxi shows that the resident cadres are not confined to the tasks of "including the development of the village, the construction of the Party and the stability of the village", including the implementation of the various institutional arrangements of the local government; The role of resource absorption formed by highly organized mobilization has enabled the "strip" departments to take the initiative to follow up, forming a situation of concentrating their efforts on major issues; "sitting in shifts" in the village has broken through the traditional "sports" governance dilemma, especially in performance appraisal. With the help of promotion incentive and appointment units, the effect of elite governance is better than before. However, because of the heterogeneity of social environment at the grass-roots level, the governance of each village is obviously different. The local government should strengthen the top-level design of the system and the bottom practice of the policy so as to make the system sustainable. The innovation of this study lies in explaining how the local government relies on the branch system path from the two dimensions of institutional embedding and elite sinking. How the system elite anti-science layer operation, promote the United town village system to improve the grass-roots governance capacity.
