中国高铁基础设施PPP项目模糊综合绩效评价研究——以京沪高铁项目为例

【摘要】：近年来,我国开始尝试在高铁基础设施领域运用PPP模式这一新型铁路投融资模式。本文运用模糊综合评价法构建起我国高速铁路的模糊综合绩效评价模型,并以京沪高速铁路项目为例,对模糊综合绩效评价模型进行实例测算。模糊综合评价结果显示,京沪高铁PPP项目在项目工程质量水平、项目时间管理水平、项目效益水平上都达到了"优"等,在项目成本水平上则达到了"良"等,但是,在公私方资本利用水平这一指标上仅为"差"等。
[Abstract]:In recent years, China has begun to try to use PPP mode, a new mode of railway investment and financing, in the field of high-speed railway infrastructure. In this paper, the fuzzy comprehensive performance evaluation model of high-speed railway in China is constructed by using fuzzy comprehensive evaluation method. Taking the Beijing-Shanghai high-speed railway project as an example, the fuzzy comprehensive performance evaluation model is calculated. The fuzzy comprehensive evaluation results show that the Beijing-Shanghai high-speed railway PPP project is in the level of project quality and project time management. The benefit level of the project has reached the "excellent" level, and the project cost level has reached "good" level, but in the level of public and private capital utilization, the index is only "bad" and so on.
