英国、美国、日本科技成果评价比较及启示

【摘要】：近20年来,科技评价已成为许多国家现代科技管理的必要手段和科学决策的重要依据。本文对英国、美国、日本等国科技成果评价进行了梳理,英国建立的REF科研质量评价体系,美国侧重于整体绩效评估,日本强调的课题评价制度,尽管各国的科技评价制度不同,但都逐步建立了趋于社会化的成果评价体系,这些成功的做法都是值得我们学习和借鉴的。
[Abstract]:In the past 20 years, the evaluation of science and technology has become an essential means of modern science and technology management and an important basis for scientific decision-making in many countries. This paper reviews the evaluation of scientific and technological achievements in Britain, the United States, Japan and other countries. The evaluation system of REF scientific research quality established by the United Kingdom, the United States focuses on the overall performance evaluation, and the subject evaluation system emphasized by Japan. Although the scientific and technological evaluation systems are different in various countries, they have gradually established a socialized evaluation system of achievements. These successful practices are worthy of our learning and reference.
