我国大众体育政策第三方评估的制度性分析

【摘要】：运用文献资料等方法分析我国大众体育政策第三方评估的现行制度。研究认为:依据国家治理现代化与基本国情,从大众体育政策第三方评估的立法地位、评估机构生成、市场规范、监督约束等层面提出了制度需求,指出我国大众体育政策第三方评估的现行制度在评估机构市场准入、市场运作、绩效评估3方面存在缺失。建议:加强第三方评估的立法制度建设,明确社会主体地位;健全第三方评估的市场准入制度,强化市场调节功能;完善第三方评估的绩效评估制度,加大社会监督力度;创新第三方评估的公众参与制度,促进社会参与治理。
[Abstract]:This paper analyzes the current system of third-party evaluation of mass sports policy by means of literature.According to the modernization of national governance and the basic national conditions, this paper puts forward the system demand from the aspects of the legislative status of the third-party evaluation of the public sports policy, the formation of the evaluation institutions, the market norms, the supervision and restraint, and so on.It is pointed out that the current system of third-party evaluation of mass sports policy in China is deficient in three aspects: market access, market operation and performance evaluation.The suggestions are: strengthening the legislative system construction of the third-party evaluation, clarifying the status of the social subject, perfecting the market access system of the third-party evaluation, strengthening the function of market regulation, perfecting the performance evaluation system of the third-party evaluation, and strengthening the social supervision;Innovate the public participation system of third-party evaluation and promote social participation in governance.
