【摘要】：随着我国经济社会发展迅速,农村经济业发展到了一个新领域,农业现代化步伐越发迅速,农业现代化建设已经为我国城乡发展,全面建成小康社会的一项硬性指标。特别是2013年精准扶贫政策实施以来,如何有效使偏远贫困地区的农户摆脱贫困实现小康,成为了全国各个省市绩效考量的标准之一。在全国反贫困的大势中,随着规模经济的发展,单一农户面对市场的压力以及弱势凸显,因此许多地区将有关扶贫的农业产业开发、农业优惠贷款、农业项目立案等与农民专业合作社结合起来。因此,农民专业合作社借助这些因素在这一时期的数量、资金投入等方面都明显增加。甘南州作为全国少有的十个藏族自治州之一,农民专业合作社的发展也在随着国家扶贫政策的帮扶,越办越好增加农户收入效果明显。在这一基础之上,如何使当地农民专业合作社更加规范发展,使之既可以服务于农业生产、农产品销售,又可以短时间内增加农户收入,已经成为了合作社急需要解决的问题。本文主要从甘南州农牧民专业合作社的经营机制入手,以从以往没有研究过的新角度来研究农民专业合作社运行发展问题。论文主要分为四章:第一章是绪论。详细介绍了本文的研究背景、研究意义、国内外研究现状、研究方法与技术路线图、相关核心概念的界定。第二章是甘南州农民专业合作社发展的现状及特点问题,并进行了总结。第三章是甘南州农民住专业合作社的案例分析,通过两个案例,对合作社中的组织构成、产权构成、决策机制、管理模式、利益分配机制等进行了详细的阐述,总结了农民专业合作社的经营模式,找出合作社经营机制中存在的问题。第四章,通过上述分析,对合作社经营机制进行总结,并从宏观层面政府政策实施和微观层面合作社内部发展提出了完善农民专业合作社经营机制的发展建议。
[Abstract]:With the rapid development of China's economy and society, the rural economic industry has developed into a new field, and the pace of agricultural modernization has become more and more rapid. The construction of agricultural modernization has become a hard target for the development of urban and rural areas in China and the building of a well-off society in an all-round way. Especially since the implementation of the precision poverty alleviation policy in 2013, how to effectively make farmers in remote and poor areas get out of poverty and realize a comfortable life has become one of the criteria for the performance evaluation of all provinces and cities in China. In the general trend of anti-poverty throughout the country, with the development of economies of scale, the pressure and weakness of single farmers to face the market have become prominent. Therefore, many regions will develop agricultural industries related to poverty alleviation and give preferential loans to agriculture. Agricultural projects and so on and farmers professional cooperatives combined. Therefore, the farmers' professional cooperatives, with the help of these factors, in this period, the number of investment and other aspects are significantly increased. As one of the ten rare Tibetan autonomous prefectures in the country, the development of farmers' specialized cooperatives is improving and increasing the income of farmers with the help of the national poverty alleviation policy. On this basis, how to make the local farmers' professional cooperatives more standardized development, so that it can not only serve agricultural production, agricultural products sales, but also can increase farmers' income in a short time, has become the urgent need to solve the problem of cooperatives. This paper mainly starts with the management mechanism of farmers' and herdsmen's professional cooperatives in Gannan state, and studies the operation and development of farmers' professional cooperatives from a new angle that has not been studied in the past. The thesis is divided into four chapters: the first chapter is the introduction. This paper introduces the research background, research significance, research status, research methods and technology roadmap, and the definition of relevant core concepts in detail. The second chapter is the current situation and characteristics of the development of farmers' professional cooperatives in Gannan, and summarized. The third chapter is the case analysis of the specialized cooperative of farmers living in Gannan state. Through two cases, the organization structure, property right constitution, decision-making mechanism, management mode and benefit distribution mechanism of the cooperative are elaborated in detail. This paper summarizes the management mode of farmers' specialized cooperatives and finds out the problems existing in the cooperative management mechanism. The fourth chapter, through the above analysis, summarizes the cooperative management mechanism, and from the macro level government policy implementation and micro-level internal development of cooperatives put forward suggestions to improve the farmers' professional cooperative management mechanism.
