供应链环境下中小制造企业安全生产败德行为的规避机制研究

【摘要】:中小制造企业在我国企业的供应链中占有重要位置,然而我国中小制造企业存在安全生产事故多发、职业伤害严重、安全生产绩效差等问题。中小制造企业较低的安全生产水平不仅会对供应链内核心企业的声誉形象以及供货的稳定性产生不利影响,而且会危害整个供应链的业绩和效率。目前,政府管制为主,辅以利益相关者共同治理已成为安全生产管理的新模式。核心企业作为中小制造企业的关键利益相关者,在供应链中处于主导地位,发挥核心企业的话语权作用以规范中小制造企业安全生产行为的治理模式日益受到关注。然而,目前鲜见基于我国制造大国的现实背景,从供应链角度考虑供应链上核心企业(包括大型跨国公司)对我国中小制造企业安全生产行为激励约束的理论与实践研究。基于如上背景,本文以二级供应链上核心企业与中小制造企业作为研究对象,对如何发挥核心企业主导作用规范供应链内中小制造企业安全生产行为展开研究。首先,运用文献调研法,剖析核心企业规范供应链上中小制造企业安全生产行为的具体做法以及存在的现实问题。然后,借助信号博弈模型以及激励契约模型方法探究走出困境的解决思路。最后,结合苹果公司供应链安全生产管理的案例分析,提出有效发挥核心企业的主导作用,规范供应链上中小制造企业安全生产行为的对策建议。主要的研究结论有:(1)核心企业规范供应链内中小制造企业安全生产行为时,中小制造企业存在两类安全生产败德行为。(2)通过调节信号传递成本参数,可有效规避中小制造企业第一类安全生产败德行为。(3)调节激励契约参数促使中小制造企业自觉付出约定的努力水平,可有效规避中小制造企业第二类安全生产败德行为。(4)苹果公司在供应链安全生产管理历史进程中经历了三次演变,苹果公司实施“标准+验厂+审核”的供应链安全生产管理模式值得借鉴。(5)基于模型结论与案例分析,提出规避中小制造企业安全生产败德行为的具体策略。
[Abstract]:Small and medium-sized manufacturing enterprises play an important role in the supply chain of Chinese enterprises. However, there are many problems such as frequent accidents in production safety, serious occupational injury and poor safety production performance in small and medium-sized manufacturing enterprises in China. The low level of production safety in small and medium-sized manufacturing enterprises will not only adversely affect the reputation image of core enterprises and the stability of supply in the supply chain, but also endanger the performance and efficiency of the whole supply chain. At present, the government regulation mainly, assisted by the stakeholders joint governance has become a new mode of production safety management. As the key stakeholders of small and medium-sized manufacturing enterprises, core enterprises are in the leading position in the supply chain. The governance mode of regulating the safe production behavior of small and medium-sized manufacturing enterprises is paid more and more attention to by giving play to the role of the core enterprises' voice in order to regulate the safe production behavior of small and medium-sized manufacturing enterprises. However, at present, based on the realistic background of large manufacturing countries in China, the theoretical and practical research on the incentive and restriction of core enterprises (including large multinational corporations) on the safe production behavior of small and medium-sized manufacturing enterprises in the supply chain is considered from the point of view of supply chain. Based on the above background, this paper takes the core enterprises and small and medium-sized manufacturing enterprises in the secondary supply chain as the research object, and studies how to exert the leading role of the core enterprises to standardize the safe production behavior of the small and medium-sized manufacturing enterprises in the supply chain. Firstly, by using the method of literature investigation, this paper analyzes the concrete practice and existing problems of the core enterprises in standardizing the production safety behavior of the small and medium-sized manufacturing enterprises in the supply chain. Then, with the help of signal game model and incentive contract model to explore the solution to the dilemma. Finally, based on the case study of the supply chain safety management of Apple Company, the paper puts forward the countermeasures and suggestions to bring the leading role of the core enterprises into full play and standardize the safe production behavior of the small and medium-sized manufacturing enterprises in the supply chain. The main conclusions are as follows: (1) when the core enterprise standardizes the production safety behavior of the small and medium-sized manufacturing enterprises in the supply chain, there are two kinds of safety production ethics behavior in the small and medium-sized manufacturing enterprises. It can effectively circumvent the first kind of safety behavior of small and medium-sized manufacturing enterprises. It can adjust the incentive contract parameters to promote the small and medium-sized manufacturing enterprises to pay the agreed level of effort consciously. Apple has experienced three changes in the history of supply chain safety production management. Based on the conclusion of the model and the case analysis, the author puts forward the concrete strategy to avoid the behavior of safety in production of small and medium-sized manufacturing enterprises.
