基于需求导向的农村公共服务调查及完善对策

【摘要】：对河南省14个地市、17个县区的25个行政村的调查表明,目前农户对最急需的道路建设、农田水利设施、科技和信息服务、卫生医疗、劳动力技能培训和农村电网等农村公共服务的满意度不高;现行农村公共服务供给机制尚无法全面反映农户的真实需求,造成供需错位。构建以需求为导向的农村公共服务供给机制应从以下几方面着手:坚持体现农户需求的政策制定原则;建立有效的农户需求表达机制;改革农村公共服务供给的绩效评价机制;探索农村公共服务多元供给机制。
[Abstract]:A survey of 25 administrative villages in 14 prefectures, 17 counties and districts in Henan Province shows that at present, farmers are most in need of road construction, irrigation and water conservancy facilities, science, technology and information services, health and medical treatment, The satisfaction degree of rural public service such as labor skill training and rural power grid is not high, and the current rural public service supply mechanism can not fully reflect the real demand of farmers, resulting in the dislocation of supply and demand. The construction of demand-oriented rural public service supply mechanism should be carried out from the following aspects: adhere to the policy formulation principle to reflect farmers' demand, establish effective peasant household demand expression mechanism, reform the performance evaluation mechanism of rural public service supply; Explore the multiple supply mechanism of rural public services.
