非任务绩效视角下的跨部门协同绩效作用机制研究

【摘要】:根据既往文献的启示打开跨部门协同的"黑箱",在绩效的话语体系下探究跨部门协同绩效作用机制。基于迁移思维引入了组织行为学中指向个体层面的相关概念和理论,以深圳市G区的主要职能部门为样本收集了交叉来源数据,运用绩效结构理论和调节聚焦理论进行了案例分析。研究发现:公共组织参与跨部门协同的行为属于非任务绩效;在面临跨部门协同的压力时,成就感、收益预期作为促进聚焦会正向强化公共组织追求非任务绩效的努力,安全感、信任水平和资源充裕性作为预防因素会负向强化公共组织追求非任务绩效的努力;非任务绩效对跨部门协同绩效具有积极影响。
[Abstract]:According to the revelation of previous literature, the paper opens up the black box of inter-departmental coordination, and explores the mechanism of inter-departmental synergistic performance under the discourse system of performance. Based on the transfer thinking, this paper introduces the related concepts and theories of organizational behavior to the individual level, and collects cross-source data from the main functional departments in G District of Shenzhen City. Performance structure theory and adjustment focus theory are used to analyze cases. The study found that the behavior of public organizations participating in inter-departmental coordination belongs to non-task performance; when facing the pressure of inter-departmental collaboration, the sense of achievement and the expectation of income as a promotion focus will positively promote the efforts of public organizations to pursue non-task performance. Security, level of trust and adequacy of resources as prevention factors will negatively strengthen the efforts of public organizations to pursue non-task performance, and non-task performance has a positive impact on inter-departmental synergistic performance.
