档案局人力资源绩效管理优化研究

【摘要】:随着我国市场经济的快速发展和改进,社会公共事务逐渐增多,政府职能机关实施现代化管理,为市场经济和社会发展提供一个高效管理模式,能够进一步提高政府机关的服务水平和能力。档案局是政府的重要组成机构,档案局高绩效管理就会促进政府服务水平和办事效率,因此研究档案局人事绩效管理已经成为档案管理研究的热点。首先,论文归纳了人力资源和绩效管理国内外的研究现状,阐述了论文研究目的与意义,总结了档案局人力资源绩效管理的方法与路径,为人力资源绩效管理提供技术支撑。其次,论文描述了绩效管理的相关概念,分析了绩效管理理论,并且讨论了绩效管理的常用工具。接着,论文分析了 GD省档案局人力资源组成机构和职员分布情况,重点探讨了人事绩效管理现状,通过设计、发放调查问卷94份,收回问卷94份,使用描述型统计分析方法对档案局人事绩效管理进行调研和分析,重点归纳了档案局人事绩效管理存在问题及产生问题的主要原因。然后,基于科学化、人性化、合理化的人事绩效管理体系优化设计原则,采用先进的人力资源管理方法进行准备和优化,从绩效计划、辅导、考核评价和反馈等四个方面优化绩效管理流程。最后,论文从组织、制度和文化等三个方面保障优化后的绩效管理能够得到落实,确保每一位职工都可以积极的执行绩效考核管理措施。档案局人力资源绩效管理优化可以构建一种更加公平的、透明的、合理的企业管理模式,提高职工的工作积极性,进一步提升档案局的服务水平,同时也可以丰富、扩展绩效管理理论的应用领域。
[Abstract]:With the rapid development and improvement of China's market economy, the number of social public affairs is increasing gradually, and the government's functional organs implement modern management, which provides an efficient management model for the market economy and social development. Can further improve the service level and capacity of government organs. Archives bureau is an important organization of the government. The high performance management of archives bureau will promote the level of government service and the efficiency of work. Therefore, the research on personnel performance management of archives bureau has become a hot topic in the field of archives management. First of all, the paper summarizes the current research situation of human resources and performance management at home and abroad, expounds the purpose and significance of the research, summarizes the methods and paths of human resources performance management in the Archives Bureau, and provides technical support for the performance management of human resources. Secondly, the paper describes the related concepts of performance management, analyzes the theory of performance management, and discusses the common tools of performance management. Then, the paper analyzes the organization of human resources and the distribution of staff in GD Provincial Archives Bureau, focusing on the current situation of personnel performance management. Through the design, 94 questionnaires were distributed, 94 questionnaires were collected. This paper investigates and analyzes the personnel performance management of the archives bureau by using the descriptive statistical analysis method, and summarizes emphatically the problems existing in the personnel performance management of the archives bureau and the main reasons for the problems. Then, based on the scientific, humanized and rational personnel performance management system optimization design principles, the use of advanced human resources management methods to prepare and optimize, from performance planning, coaching, The performance management process is optimized in four aspects: evaluation and feedback. Finally, the paper from the organizational, institutional and cultural aspects to ensure that the optimized performance management can be implemented to ensure that every employee can actively implement the performance appraisal management measures. The optimization of the performance management of human resources in the archives bureau can build a more fair, transparent and reasonable enterprise management model, improve the enthusiasm of the staff and workers, further enhance the service level of the archives bureau, and at the same time, it can be enriched. Expand the application of performance management theory.
