我国医疗服务价格制度变迁及其展望

【摘要】：我国医疗服务价格制度变迁具有由强制性制度变迁转向诱致性制度变迁、由单一价格调整转向多元价格调整、由严格管制、放权让利转向放管结合的特点。新医改后,我国医疗服务价格水平过快上涨势头得到遏制,医疗服务价格结构改革进展明显,医疗服务定价方式正在从后付制向预付制转变。新医改后,我国医疗服务价格改革面临不同级别医院之间门诊医疗服务价格差别不明显、医疗服务价格调整不够及时、预付制医疗服务定价方式自身还有待进一步完善这三方面挑战。我国应该坚持"放管"结合的医疗服务差别定价管理、建立医疗服务定价的成本显示机制、探索按绩效付费的医疗服务定价方式来深化医疗服务价格改革。
[Abstract]:The institutional change of medical service price in our country has the characteristics of changing from mandatory institutional change to induced institutional change, from single price adjustment to multiple price adjustment, from strict control and decentralization to the combination of decentralization and management. After the new medical reform, the rapid rise of the price level of medical services in China has been curbed, the reform of the price structure of medical services has made obvious progress, and the pricing mode of medical services is changing from the post-payment system to the prepaid system. After the new medical reform, the price reform of medical service in China is faced with three challenges: the price difference of outpatient medical service among different levels of hospitals is not obvious, the price adjustment of medical service is not timely enough, and the pricing mode of prepaid medical service itself still needs to be further improved. Our country should adhere to the differential pricing management of medical service combined with "release management", establish the cost display mechanism of medical service pricing, and explore the pricing mode of medical service based on performance to deepen the reform of medical service price.
