研究所科研团队绩效评价的探索与实践

【摘要】:以合理的评价指标作为导向、引领全体团队成员团结协作,对团队健康发展至关重要。本文以国防研究所科研团队为研究对象,在调研分析国内外科研评价情况的基础上,结合军工科研型事业单位的使命与本单位科研团队建设实践,以任务和结果为评价标准,从"目标实现、突出成果、人才培养、组织运行"四个维度,分解出16个"二级指标要素",构建团队评价指标体系,探索有利于研究所科研团队建设的评价模式。实践证明,该评价体系可以大大提高团队成员的积极性和创造性,有利于研究所科研团队的良性发展。
[Abstract]:It is very important for the healthy development of the team to lead all team members to unite and cooperate under the guidance of reasonable evaluation index. This paper takes the scientific research team of National Defense Research Institute as the research object, on the basis of investigating and analyzing the scientific research evaluation situation at home and abroad, combining the mission of the military scientific research institution and the construction practice of the scientific research team of the unit, taking the task and result as the evaluation standard, decomposes 16 "secondary index elements" from the four dimensions of "goal realization, outstanding achievement, talent training, organization and operation", and constructs the team evaluation index system. To explore the evaluation model which is beneficial to the construction of scientific research team of the Institute. Practice has proved that the evaluation system can greatly improve the enthusiasm and creativity of team members, and is conducive to the healthy development of scientific research team.
