【摘要】:科学技术是现代生产力中最活跃的和决定性的因素,是提高劳动生产率的重要的源泉、建设现代精神文明的重要的基石。而科技体制管理是按照科学活动的客观规律和国家社会对科学技术的需要,对科研活动的要素进行计划、组织、配置、协调、监督等一系列活动,它直接关系到科研活动的发展方向、发展状态和发展效果。我国科技体制改革从1985年开始,至今已有26年。作为社会体制改革的一个重要部分,这一改革极大地促进了我国经济、社会和科技事业的发展。广东省的科技管理体制改革也是启动于1985年,期间大致经历了三个发展阶段,从实行放宽、搞活科研机构,引人竞争机制,对外实行有偿合同制,推行所长负责制,改革拨款制度;到进行科技系统的结构调整和人才分流、推进省直科研机构改革和发展,进行了一系列的改革和探索。 本文针对10年来广东省属开发类科研院所体制改革的发展和面对的问题与挑战,从以下几个方面进行了分析。首先,本文选取了国家创新体系理论、委托代理理论、产权理论为研究框架,从国家的总体制度政策环境、组织内部结构及人力资源配置、产权安排属性等方面对问题展开研究。其次,本文对广东省10年来的发展数据进行分析比较,总结其发展成果与存在问题,最后,论文提出要加强广东省属开发类科研院所体制改革需要完善外部宏观制度政策配套、理顺组织内部管理职权、完善明晰产权制度。
[Abstract]:Science and technology is the most active and decisive factor in modern productive forces and an important source of improving labor productivity. The management of science and technology system is to plan, organize, allocate and coordinate the elements of scientific research activities according to the objective laws of scientific activities and the needs of the state and society for science and technology. Supervision and a series of activities, it is directly related to the development direction of scientific research activities, development status and development results. China's scientific and technological system reform began in 1985. It has been 26 years. As an important part of the reform of the social system, this reform has greatly promoted the economy of our country. The reform of science and technology management system in Guangdong Province was also launched in 1985, during which three stages of development were generally experienced, from the implementation of relaxation, invigorating scientific research institutions, and attracting competition mechanism. To carry out the compensation contract system, to carry out the director responsibility system and to reform the allocation system; A series of reforms and explorations have been carried out to readjust the structure of the scientific and technological system and to divert talents and promote the reform and development of scientific research institutions in the province. This paper analyzes the problems and challenges of the system reform of Guangdong Provincial Development Research Institutes in the past 10 years. Firstly, this paper selects the theory of national innovation system. Principal-agent theory, property rights theory as the research framework, from the overall institutional policy environment of the country, the internal structure of the organization and the allocation of human resources, property rights arrangements and other aspects of the study. Secondly. This paper analyzes and compares the development data of Guangdong Province in the past 10 years, summarizes its development achievements and existing problems, and finally. The paper points out that to strengthen the reform of Guangdong province's scientific research institutes, it is necessary to perfect the external macro system policy, to rationalize the internal management authority of the organization, and to perfect and clarify the property right system.
