基于教育成本分担理论的四川省科技人才开发经费投入研究

【摘要】:随着知识经济时代的到来,人才开发已成为缩小国家之间、地区之间经济发展差距的关键因素。尽管在贯彻“科教兴国”战略的基础上,科技人员总量有所回升,但同时也发现,四川省仍然存在着科技人才数量少、质量低,结构不太合理等问题。 为了适应经济社会发展和科技进步的要求,为了满足工作的需求,科技人才需要抽出时间进行短期培训和学历继续教育。短期培训和学历继续教育和对于科技人才开发具有重要意义。科技人才属于在职人员,面临人才开发成本由谁承担的问题,,即政府、用人单位、高校和个人应该怎样承担人才开发成本的问题。本文基于教育成本分担理论,对四川省科技人才开发经费投入进行研究。 本文的研究方法有文献综述法、问卷调查法和统计分析法。其中对涉及到教育成本分担理论、科技人才的短期培训和继续教育及科技人才开发的相关文献,进行搜集整理。选取国有企业、事业单位(高校)和民营企业三种不同性质单位的科技人才进行问卷调查。 通过对问卷调查数据的处理,发现四川省科技人才开发投入存在的主要问题是:科技人才总量少、科技人才开发投入环境差、科技人才开发投入严重不足和科技人才开发投入政策力度不够。根据教育成本分担理论,提出四川省科技人才开发投入的相应对策是:政府方面,保障政府公共财政的投入、教育部门应设有专项教育培训费用和完善人才政策,健全科技人才开发投入体系;单位方面,要增加科技人才教育培训机会,支付教育培训费用、减少科技人才工作中的问题及制约因素和完善科技人才的奖励机制,构建良好的人才发展环境;个人方面,提升科技人才学历层次,丰富知识、增强个人健康状况和对工作的归属感和提高个人的综合技能;高校方面,转变教育观念,增强高校参与意识、健全教育培训管理机构,落实高校服务社会职能和校企合作,实现双赢。本文研究成果将为促进四川省科技人才开发投入工作提供理论参考和建议对策。
[Abstract]:With the arrival of the era of knowledge economy, talent development has become a key factor to narrow the gap between countries and regions in economic development, although on the basis of implementing the strategy of "rejuvenating the country through science and education". The total number of scientific and technological personnel has rebounded, but at the same time, there are still some problems in Sichuan Province, such as small number of scientific and technological personnel, low quality, unreasonable structure and so on. In order to meet the needs of economic and social development and scientific and technological progress, in order to meet the needs of the work. Scientific and technological talents need to spare time for short-term training and continuing education of academic qualifications. Short-term training and continuing education of academic qualifications are of great significance for the development of scientific and technological talents. Facing the problem of who should bear the talent development cost, that is, how the government, the employing unit, the university and the individual should bear the talent development cost. This paper is based on the theory of education cost sharing. To Sichuan province science and technology talent development fund investment carries on the research. The research methods of this paper include literature review method, questionnaire survey method and statistical analysis method. Among them, there are some related documents related to the theory of educational cost sharing, the short-term training of scientific and technological talents, continuing education and the development of scientific and technological talents. Collect and organize. Select the state-owned enterprises, institutions (universities) and private enterprises of three different nature of scientific and technological personnel to carry out a questionnaire survey. Through the data processing of the questionnaire, it is found that the main problems of the investment in the development of scientific and technological talents in Sichuan Province are: the total amount of scientific and technological talents is small, and the investment environment of scientific and technological talents development is poor. According to the theory of educational cost sharing, this paper puts forward the corresponding countermeasures of scientific and technological talents development investment in Sichuan province: the government. To ensure the investment of government public finance, the education department should set up special education and training expenses and perfect the talent policy, and perfect the investment system of scientific and technological talents development; On the other hand, we should increase the opportunities for the education and training of scientific and technological talents, pay the cost of education and training, reduce the problems and constraints in the work of scientific and technological talents, and perfect the reward mechanism for scientific and technological talents, so as to build a good environment for the development of scientific and technological talents. On the personal side, we should raise the level of academic qualifications of scientific and technological talents, enrich their knowledge, enhance their health status and a sense of belonging to their jobs and improve their comprehensive skills; In colleges and universities, we should change the concept of education, strengthen the sense of participation of colleges and universities, improve the educational and training management institutions, and carry out the functions of serving the society and the cooperation of universities and enterprises. The research results of this paper will provide a theoretical reference and suggestions for promoting the development and investment of scientific and technological talents in Sichuan Province.
