北京市共建科学研究与科研基地建设评价研究

【摘要】：近年来,各地纷纷借助高校的科研实力基础,以地方和高校共建的形式投入经费,加强对科研基地的建设。北京市从2004年11月开始每年投入一定量的经费支持中央在京高校的科研建设,尤其是北京市重点实验室的建设。随着资金的大量投入,实验室的投入产出效率成为研究点。本文对比科研评价领域使用较广泛的三种评价方法后选择数据包络分析法作为本研究的评价方法。在专家打分法使用的评价指标体系的基础上,结合多篇相关量化评价实验室所选择的指标,选取具有代表性(同类研究使用超过2次以上)的指标,以实验室面积、实验室设备总额、固定人员数和经费投入作投入指标,论文总数、专利授予数、培养学生数和国内外交流总次数作产出指标。以2005—2006年连续投入的18个北京市共建重点实验室作研究样本,采用DEA中规模报酬可变的DEA模型分别计算18个共建重点实验室在两年的效率以及相对效率的变化。研究结果表明,2005—2006年北京市大部分共建重点实验室效率处于规模递增阶段,加大投入可使产出增长。2006年达到相对有效的实验室数量较2005年有上升,实验室争先创优的良好氛围正形成。造成实验室非DEA有效的主要原因是规模效率偏低。产出上不足主要是在论文数和培养学生数上。根据目前经费投入政策和实验室的实际效率情况,给出投入经费调整的参考公式Fi=F(1+(θi-θ)／θ),并给出相关建议。
[Abstract]:In recent years, with the aid of the scientific research strength of colleges and universities, various places have invested funds in the form of local and university co-construction to strengthen the construction of scientific research bases. Since November 2004, Beijing has invested a certain amount of funds every year to support the scientific research construction of central universities in Beijing, especially the construction of key laboratories in Beijing. With the large investment of funds, the efficiency of the input and output of the laboratory becomes the research point. In this paper, data Envelopment Analysis (DEA) is chosen as the evaluation method after comparing the three evaluation methods widely used in the field of scientific research evaluation. On the basis of the evaluation index system used by the expert scoring method, combined with the indexes selected by many related quantitative evaluation laboratories, the representative indexes (more than two times used for the same kind of research) were selected to determine the laboratory area. The total amount of laboratory equipment, the fixed number of personnel and the input of funds, the total number of papers, the number of patents granted, the number of training students and the total number of exchanges at home and abroad are taken as the output indexes. Based on 18 key laboratories in Beijing from 2005 to 2006, the two year efficiency and relative efficiency of 18 key laboratories were calculated by using the DEA model with variable scale reward in DEA. The results show that the efficiency of most of the key laboratories in Beijing is increasing in scale from 2005 to 2006, and the increase of input can increase the output. The number of laboratories that reached relatively effective in 2006 has increased compared with that in 2005. A good atmosphere is emerging in the laboratory for excellence. The main reason for laboratory non-DEA efficiency is low scale efficiency. The shortage of output is mainly in the number of papers and the number of students. According to the current investment policy and the actual efficiency of the laboratory, the reference formula Fi=F(1 (胃-胃 / 胃) for the adjustment of input funds is given, and the relevant suggestions are given.
