美国社区参与公立中小学教育管理研究

【摘要】：教育时代的机遇与挑战让教育理论不再局限于理论的象牙塔中,各国都从实践的经历中不断摩擦和碰撞着思想的深度和理论的高度,教育管理在教育领域中起着核心作用。1986年4月12日,第六届全国人民代表大会第四次会议通过并且颁布《中华人民共和国义务教育法》同年7月1日施行,标志着中国义务教育制度的确立,推动着我国公立学校教育管理的发展。但教育管理面临着经费、人力资源管理、教学等方面的问题,通过研究美国社区参与到公立中小学教育管理的经费、教学、人力资源等方面的管理,从中得出对我国的启示。教育管理是教育与社会联系的重要锁链,更是教育质量得到提升的保障,以美国特有的三级政府分权管理为研究源头,利用文献分析法、历史分析法、比较研究等方法,层层递进,由浅入深,初步探究美国社区为公立中小学提供课外学习场所和教育机构,以及对问题青少年进行矫正教育等具体措施,分析美国社区对公立中小学教育管理的影响程度,且从现代美国社区参与到公立中小学教育管理采取的具体措施提炼出可以为我国所用的启示。
[Abstract]:The opportunities and challenges of the educational age make the educational theory no longer confined to the ivory tower of the theory. From the experience of practice, every country is constantly rubbing and colliding with the depth of thought and the height of theory. Education management plays a central role in the field of education. On April 12th 1986, the 4th session of the 6th National people's Congress adopted and promulgated the compulsory Education Law of the people's Republic of China, which came into effect on July 1st of the same year. It marks the establishment of compulsory education system in China and promotes the development of educational management in public schools in China. However, education management is faced with problems in such aspects as funding, human resources management, teaching, etc. Through the study of the American community's participation in the management of public primary and secondary education, such as funds, teaching, human resources and so on, the enlightenment to our country is drawn. Education management is an important link between education and society. It is also a guarantee for the quality of education to be improved. With the United States' unique three-level government decentralization management as the source of research, using methods such as literature analysis, historical analysis, comparative research, etc., layers of progressive progress, from simple to deep, This paper preliminarily explores the specific measures such as providing extracurricular learning places and educational institutions for public primary and secondary schools in American communities, and carrying out corrective education for troubled young people, and analyzes the impact of American communities on the education management of public primary and secondary schools. And from the modern American community participation to the public primary and secondary school education management concrete measures to extract the enlightenment that can be used for our country.
