【摘要】:人力资源是立企之基、兴企之本、强企之道,优质高效的人力资源是企业永续发展的核心要素。近年来,人力资源管理愈发受到重视,无论是国家层面、政府部门,还是企事业单位,都在高度关注人力资源管理,并已将战略导入人力资源管理之中。目前,战略在人力资源管理中的应用越来越广,尤其是越来越受到国有企业的青睐。战略性人力资源管理就是将人力资源视为企业核心竞争资源,并在战略层面对其进行有效的开发与管理,使之成为增强企业核心竞争优势的根本力量。因此,研究企业人力资源开发战略,对于增强企业核心竞争优势、提升品牌形象能够起到有利的保障作用。 本文在大量借鉴国内外专家学者人力资源研究成果的基础上,梳理了国内外人力资源管理研究现状,介绍了相关的人力资源管理理论:人力战略管理理论,人力资本理论,心理资本理论。同时,介绍了齐齐哈尔装备公司组织结构和人力资源结构现状。 针对齐齐哈尔装备公司及其母公司的总体战略和人力资源发展现状,笔者采用PEST分析方法和SWOT分析方法,对该公司人力资源开发的环境条件进行分析,并据此给出了人力资源战略抉择。最后,本文提出了齐齐哈尔装备公司人力资源开发的指导思想、总体发展目标、开发策略和具体保障措施。
[Abstract]:Human resource is the foundation of enterprise development, the foundation of enterprise development, the foundation of enterprise development, and the core factor of enterprise sustainable development. In recent years, human resource management has been paid more and more attention, whether at the national level. Government departments, or enterprises and institutions, are highly concerned about human resources management, and have introduced the strategy into human resources management. At present, strategy in human resources management is more and more widely used. Strategic human resources management is to regard human resources as the core competitive resources of enterprises and to develop and manage them effectively at the strategic level. Therefore, the study of human resources development strategy can play a beneficial role in enhancing the core competitive advantage and brand image. Based on a large number of domestic and foreign experts and scholars on the basis of human resources research, combing the current situation of human resources management at home and abroad, introduced the relevant human resources management theory: human resources strategic management theory. Human capital theory, psychological capital theory, at the same time, introduced Qiqihar equipment company organizational structure and human resources structure status. Aiming at the overall strategy and human resource development of Qiqihar equipment Company and its parent company, the author adopts PEST analysis method and SWOT analysis method. On the basis of the analysis of the environmental conditions of human resource development, the strategic choice of human resources is given. Finally, this paper puts forward the guiding ideology and overall development goal of human resources development of Qiqihar equipment Company. Development strategy and specific safeguard measures.
