傲牛矿业绿色矿山建设存在问题及对策研究

【摘要】：作为自然资源的重要组成部分之一,矿产资源作为自然资源的重要组成部分,矿产资源是促进经济发展、社会进步,保证人类社会可持续发展的重要物质基础。传统的资源开发利用模式呈现出粗放型经济增长特点,造成资源严重浪费、生态环境遭受严重破坏、矿产资源的开采安全面临严重威胁。发展绿色矿业、建设绿色矿山是实现我国矿业可持续发展的根本手段。绿色矿山是在新形势下对矿产资源科学合理开发管理和矿业发展道路的全新思维。绿色矿山是以保护生态环境、降低资源消耗、实施循环经济与可持续发展为目标,着力于按科学、低耗和高效合理开发利用矿产资源,并尽量节约和保护资源,减少资源和能源消耗,降低生产成本,实现资源效能最佳化、经济效益最大化和环境保护最优化。为此,矿山企业必须坚持以人为本、可持续发展的科学发展观,加强行业自律和科学管理,按照建设资源节约型、环境友好型社会,建设和谐社会的总体要求,努力全面地实施绿色矿山建设,促进我国绿色矿业的发展。抚顺罕王傲牛矿业股份有限公司(以下简称傲牛矿业)是年产60万t/a铁精粉规模的采、选配套大型现代化矿山企业。尽管近年来在矿山建设方面做了一些有益的尝试,但仍然存在着许多不足,需要进一步完善,把傲牛矿业打造成符合现代标准的绿色矿山。傲牛矿业绿色矿山建设存在问题及对策研究的选题正是在这样的背景下提出来的。本文在提出问题后,以绿色矿山考评体系的八个方面为指导,通过对傲牛矿业建设现状的深入分析,指出了其中存在的主要问题及成因；在此基础上,结合傲牛矿业建设目标及重点,提出了傲牛矿业建设对策,为解决矿产资源开发带来的环境问题和“代际公平”问题提出思路,以响应我国行业管理部门绿色矿山建设的要求。
