AS制浆造纸公司的采购管理优化

【摘要】:企业欲在激烈地竞争环境中处于不败之地,就必须向客户提供优质的产品、良好的服务来满足个性化需求,而产品的质量取决于原料质量和其内部的质量管理水平。采购部门担负着把控采购原料质量好坏的责任,既要满足生产的需求,也要平衡采购中五个要素(质量、价格、数量、到货时间和地点)。当前,高效敏捷地采购已成为制造型企业提高竞争优势的关键,也是企业创造利润的重要渠道。加强采购管理的职能,提升采购管理水平,对企业发展具有一定的战略意义。 在制浆造纸企业中,采购成本占总成本的70%左右。由此可见采购是整个供应链管理中重要的一个环节,对企业降低成本起着至关重要的作用。 首先,本文陈述了AS公司的采购管理和供应商管理的现状,并发现了采购管理和供应商管理存在的问题,为寻找解决方案奠定了基础。 其次,从制浆行业采购管理实际出发,分析了该行业的采购管理及供应商管理存在的问题,结合企业发展需要,寻求科学有效的解决方案。通过对采购流程的改善,加强了采购管理的职能,细化了招标/询价、议价的要求,并在采购流程的关键点做了详细的规定,使采购过程更加透明化。同时也建立了供应商管理体系,对供应商的准入和供应商绩效考核都做了深入的探讨。
[Abstract]:In order to be in an invincible position in a competitive environment, enterprises must provide customers with high quality products and good services to meet their individual needs. The quality of the product depends on the quality of the raw material and its internal quality management level. The purchasing department is responsible for controlling the quality of the raw material. It is necessary to meet the needs of production and to balance the five elements (quality, price, quantity) in the procurement. At present, efficient and agile purchasing has become the key to enhance the competitive advantage of manufacturing enterprises, and is also an important channel for enterprises to create profits. Has certain strategic significance to the enterprise development. In pulping and papermaking enterprises, purchasing cost accounts for about 70% of the total cost, which shows that procurement is an important link in the whole supply chain management and plays a vital role in reducing the cost of enterprises. Firstly, this paper describes the current situation of as's purchasing management and supplier management, and finds the problems in purchasing management and supplier management, which lays a foundation for finding solutions. Secondly, starting from the actual purchasing management of pulping industry, this paper analyzes the problems existing in purchasing management and supplier management in this industry, combining with the needs of enterprise development, seeking scientific and effective solutions. Strengthened the function of procurement management, refined bidding / inquiry, bargaining requirements, and made detailed provisions at key points in the procurement process to make the procurement process more transparent. At the same time, the supplier management system was established. The access of suppliers and supplier performance evaluation are discussed in depth.
