浅析我国金融支持水利建设存在的问题及对策

【摘要】：水利建设具有很强的公益性、基础性、战略性,不仅关系到防洪安全、供水安全、粮食安全,而且关系到经济安全、生态安全、国家安全。水利建设具有如此重要的作用,但建设的任务也是十分繁重,投入需求规模也很大。仅仅依靠现有的财政投资为主导的投融资渠道,却无法支撑如此庞大的资金需求,如何加快推进和创新金融支持水利建设的任务就显得尤为重要和迫切。虽然我国历届政府都非常重视加强水利建设,金融机构也很早就开展了水利建设贷款业务,然而,在金融支持水利建设的道路上却遇到了许多的瓶颈。比如说水利项目公益性的特点导致以利润为目标的商业银行不愿问津,还有就是还款来源质量参差不齐、担保物的选择范围太窄、承贷主体不明确、以及信贷供给规模无法满足水利建设资金的需求等等。面对如此诸多的问题,国家势必要出台一系列政策来降低金融机构支持水利建设信贷业务的门槛,金融机构也要不断加大对水利建设的投入力度和产品的创新支持,当然,地方政府以及承贷主体更要做好向金融机构寻求支持的前期准备。只有这样才能更快更好的开展水利建设任务,也就能很好的保障我国防洪、供水、粮食、经济、生态、国家的安全。本文正是从水利建设的特点出发,以宏观和微观不同视角来分析,并结合作者多年从事金融工作的经验,来提出当前金融机构支持水利建设所必须解决的问题,并就如何健全和完善我国金融支持水利建设的对策进行了研究。同时,对国外的一些相关经验和做法进行了介绍,以供我国更好的开展金融支持水利任务参考。
[Abstract]:Water conservancy construction has a strong public welfare, basic, strategic, not only related to flood control security, water security, food security, but also related to economic security, ecological security, national security. Water conservancy construction has such an important role. However, the task of construction is also very heavy, and the scale of investment demand is very large. Relying solely on the existing financial investment and financing channels, we cannot support such a huge capital demand. How to speed up the promotion and innovation of financial support for the task of water conservancy is particularly important and urgent. Although successive governments in our country have attached great importance to strengthening water conservancy construction, and financial institutions have started water conservancy construction loans for a long time, however, On the road of financial support for water conservancy construction, however, there are many bottlenecks. For example, the characteristics of public welfare in water conservancy projects cause commercial banks that aim at profits to be reluctant to ask for help, and the quality of repayment sources is uneven. The scope of choice of collateral is too narrow, the principal part of loan is not clear, and the scale of credit supply can not meet the demand of water conservancy construction funds and so on. In the face of so many problems, the state is bound to issue a series of policies to lower the threshold for financial institutions to support the credit business of water conservancy construction, and financial institutions must constantly increase investment in water conservancy construction and innovative support for products. Of course, Local governments and loan recipients should prepare themselves for seeking support from financial institutions. Only in this way can the task of water conservancy construction be carried out faster and better, and the flood control, water supply, grain, economy, and ecology of our country can be well protected. National security. Based on the characteristics of water conservancy construction, this paper analyzes the problems that must be solved by financial institutions in support of water conservancy construction in terms of macro and micro perspectives, and combined with the author's experience in financial work for many years. At the same time, the paper introduces some relevant experiences and practices of foreign countries, so as to provide a better reference for China to carry out the task of financial support water conservancy.
