智能用电客户电费缴纳体系建设研究

【摘要】:随着国家电网公司“三集五大”体系工作的深入开展和智能电网的发展,对智能电网发展背景下,智能化电能计量、智能用电信息采集系统等物理系统建设的同时,如何提高电费缴纳管理工作等供电营销体系服务质量也显得十分重要。为深入贯彻国家电网公司营销工作会议精神,加快推进公司“两个转变”,更好地适应“三集五大”管理要求,认真践行“四个服务”宗旨和供电服务“十项承诺”,持续提升供电优质服务水平,加强电费回收渠道建设,丰富电费回收手段,一个符合智能用电客户缴费偏好的多元化、立体化、高效化的电费缴纳体系亟待建立,以满足电力客户的缴费需求。 本文以缴费现状为研究基础,梳理国内外电费缴纳方式发展情况,结合调查问卷与深入访谈,分析电费缴纳工作当前存在的问题以及面临的新形势和新要求,结合偏好模型并利用单因素分析法对智能用电客户进行了划分,挖掘了各类智能用电客户的缴费需求及特点;根据调查问卷分析结果及具体客户特点,从电网公司、电力客户、合作伙伴三方面构建了智能用电客户电费缴纳方式综合评价体系,从理论上评价适合于不同地区发展的电费缴纳方式;基于智能交互的原则,设计了包括一个平台、三方参与主体、九个体系子系统以及三个保障体系的智能用电客户电费缴纳体系,即“1393体系”;同时,按照城市及农村智能用电客户缴费需求及特点的不同,设计了城市及农村电费缴纳体系的具体分阶段实施方案,并估计了实施效果,证明了体系设计的经济性及实用性,最终为电网公司及政府部门提出了合理化建议,以保障电费缴纳体系的有效实施。
[Abstract]:With the development of the "three sets and five" system of State Grid Company and the development of smart grid, under the background of the development of smart grid, the physical systems such as intelligent energy metering and intelligent power information collection system are constructed simultaneously. It is also very important to improve the service quality of power supply marketing system such as electricity payment management. Speed up the "two changes" of the company, better adapt to the management requirements of the "three sets and five", conscientiously implement the "four services" purpose and the "ten promises" of power supply services, continuously improve the quality of power supply services, and strengthen the construction of electricity recovery channels, It is urgent to set up a diversified, three-dimensional and efficient tariff payment system to meet the demand of electricity customers. Based on the current status of payment, this paper combs the development of domestic and foreign electricity payment methods, combines the questionnaire and in-depth interviews, analyzes the existing problems and the new situation and requirements of electricity payment. Combining with the preference model and using single factor analysis method, the paper divides the smart power customers, excavates the demand and characteristics of all kinds of intelligent customers, according to the results of questionnaire analysis and the characteristics of specific customers, from the grid companies, power customers, The three aspects of the partners have constructed a comprehensive evaluation system for the payment of electricity charges by intelligent power users, which theoretically evaluates the payment methods suitable for the development of different regions, and based on the principle of intelligent interaction, a platform is designed. The "1393 system" is the intelligent electricity payment system of the three parties, nine system subsystems and three security systems. At the same time, according to the different demands and characteristics of the intelligent electricity customers in urban and rural areas, In this paper, the specific phased implementation scheme of urban and rural electricity payment system is designed, and the effect of implementation is estimated, which proves the economy and practicability of the system design, and finally puts forward some reasonable suggestions for power grid companies and government departments. To ensure the effective implementation of the electricity payment system.
