我国食品安全的生产监管体系研究

【摘要】:当今社会,食品安全问题成为了每个公民、各级政府都关注的焦点问题。食品安全成了关乎人们生活质量、政府管理水平的重要方面之一。倘若缺乏一个安全的食品环境将会对普通公众的日常生活造成严重的危害,甚至会对国家的发展、经济社会的稳定以及社会的和谐造成很大的威胁和干扰。面对食品安全的现状,我国政府于2009年出台了《食品安全法》,从法律层面对该问题进行规制。但我国食品安全问题并没有得到彻底解决,食品安全危机依旧时常危及着人们的健康。在这种情况下,,加强我国食品安全监管的理论和实践研究,建立完善的食品安全体系就显得尤为重要。 在食品安全问题日益严重的当下,应分别针对食品安全监管中涉及的各个环节进行分析,有针对性的提出有效监管的措施。本文选取食品安全监管中的生产环节进行阐述。生产环节作为食品安全的重要环节之一,对其加强监管有重要的意义。生产环节的主要问题包括食品质量安全以及企业生产环境安全两方面,本文针对这两方面的问题分别予以分析。之后又选取了美国和欧盟的监管体系进行分析,从监管的法律规章、监管的部门等方面提出了值得我国借鉴的经验。最后,从完善我国食品行业生产环节的监管环境、加强对生产企业的监管力度以及扩大食品监管主体多元化的角度提出完善我国食品安全生产监管的对策。
[Abstract]:In today's society, the issue of food safety has become the focus of attention of every citizen and governments at all levels. Food safety has become a concern for the quality of life of people. One of the important aspects of the level of government management. The lack of a safe food environment will cause serious harm to the daily life of the general public and even the development of the country. Economic and social stability and social harmony pose a great threat and interference. In the face of the current situation of food security, In 2009, our government issued the Food Safety Law, which regulated the problem from the legal level. However, the food safety problem in our country has not been completely resolved, and the food safety crisis still often endangers people's health. It is very important to strengthen the theory and practice of food safety supervision and establish a perfect food safety system. At a time when the food safety problem is becoming increasingly serious, we should analyze each link involved in the food safety supervision separately. This article selects the production link in the food safety supervision to carry on the elaboration. The production link is one of the important links of the food safety. It is of great significance to strengthen supervision and control. The main problems in the production links include food quality and safety, as well as the safety of the production environment of enterprises. This paper analyzes the two problems separately, and then selects the regulatory system of the United States and the European Union to carry out an analysis, from the regulatory laws and regulations, regulatory departments and other aspects of the experience worthy of our country to draw lessons from. From the point of view of perfecting the supervision environment of the food industry in our country, strengthening the supervision of the production enterprises and expanding the diversification of the main body of the food supervision, this paper puts forward the countermeasures to perfect the supervision of food safety in our country.
