北京电力工程公司经营管理控制系统建设研究

【摘要】:对于长期以来一直以粗放管理著称的电力施工企业而言,建立起一套符合自身特点的信息化企业经营管理控制标准体系,以及具体的操作流程及方法就显得尤为必要和极其重要。目前电力施工企业在现有经营管理体制下,电力工程项目经营管理还是处于粗放型向集约型的艰难过渡中,与国际电力施工企业项目管理和企业经营管控水平差距巨大,与国内先进行业也存在较大差距。因此电力施工企业发展过程中亟待建立起一个科学、合理、高效的企业经营管理控制系统,与其专业、高效的经营管控团队相匹配。 本文以ERP系统管理理念、集成方法、模块设置为基础,以ERP项目实施方法论为指引,结合本企业自身运营特点构建经营管理控制系统。本系统实施以项目管理为主线,以全过程造价控制为核心,以资金高效利用为抓手,全面对电力施工企业经营管理控制系统建设进行研究,着重于对该系统构建原理、业务流程衔接、数据引用以及造价控制进行深入研究,并对公司当前现状进行了透彻剖析,结合公司实际业务需求、流程现状,解决了公司经营管理、控制中诸多疑难问题,凭借信息化系统的构建完善并提升企业经营管理软实力。解决了三方面的问题:(1)经营管理模式粗放,数据凌乱,信息不能共享;(2)动态更新经营管理重要数据,实时掌控资金收支情况;(3)提升公司管理信息化水平,实现工程造价与施工进度全面衔接。 通过经营管理控制信息化系统的建设,将实现公司整体管理水平的跨越式提升,将为中小型电力施工企业信息化系统建设提供创新思路和成熟经验,为全面普及施工企业全过程造价控制提供成熟案例,同时有效巩固并提升中小电力施工企业标准化、规范化建设,提高企业形象,该系统的成功构建具有很好的社会效益和经济效益。
[Abstract]:For the electric power construction enterprises, which have long been famous for extensive management, a set of management and control standard system of information enterprises has been established, which accords with their own characteristics. And the specific operation process and methods are particularly necessary and extremely important. At present, under the current management system, the power engineering project management is still in the difficult transition from extensive type to intensive type, and there is a huge gap between the project management and management level of international electric power construction enterprises. And domestic advanced industries also exist a big gap. Therefore, it is urgent to establish a scientific, reasonable and efficient management and control system in the development of electric power construction enterprises, which matches the professional and efficient management and control team. This paper is based on ERP system management concept, integration method, module setting, ERP project implementation methodology as a guide, combined with the characteristics of the operation of the enterprise to build the management and control system. This system takes project management as the main line, takes the whole process cost control as the core, takes the efficient use of funds as the grasp, studies the construction of the management and control system of electric power construction enterprises in an all-round way, and emphasizes on the construction principle of the system. Business process convergence, data citation and cost control are deeply studied, and the current situation of the company is thoroughly analyzed. In combination with the actual business demand and process status of the company, many difficult problems in the management and control of the company are solved. Rely on the construction of information system and improve the soft power of enterprise management. Has solved three aspects of problems: 1) extensive management model, messy data, 2) dynamic updating of important data of management and management, real-time control of income and expenditure of funds and 3) improvement of the level of information in the management of the company. The project cost and construction schedule are fully linked. Through the construction of management and control information system, the whole management level of the company will be improved by leaps and bounds, which will provide innovative ideas and mature experience for the information system construction of small and medium-sized electric power construction enterprises. It provides mature cases for popularizing the whole process cost control of construction enterprises, at the same time effectively consolidating and improving the standardization, standardization construction and image of small and medium-sized electric power construction enterprises. The successful construction of the system has good social and economic benefits.
