民用飞机供应商评估与绩效体系研究

【摘要】：民用飞机产业属于国家战略性产业,能够有效提高国家科学技术水平,对国民经济的发展具有巨大促进作用。《国家中长期科学和技术发展规划2006-2020》确定研制和发展大型飞机为16个重大科技专项之一,这对促进民用航空制造业发展,提高国家制造业整体实力,都将产生积极的长远影响。本文主要研究了民用飞机供应商评估与绩效评价问题,包括以下几个方面:首先,介绍了国内外民用飞机供应商管理研究现状。在回顾中国民用航空产业的经验与教训基础上,详细分析了国产大飞机项目产业链,阐述了国产大飞机项目供应商选择的主要原则;其次,运用供应商管理的基本理论与方法,针对国内民用航空制造业特点,建立了包含研发能力、财务状况和综合管理水平等准则的供应商评估体系,构建了含有生产与质量、物流与交付和客户服务等准则的供应商绩效体系。针对供应商的类型,将层次分析法应用于指标权重的计算,设置了具有针对性的权重;最后,通过仿真算例的分析,具体说明了民用飞机供应商评估与绩效评价流程,基本验证了评估与绩效体系的有效性。同时经过偏最小二乘回归建模,对评估与绩效评价结果进行回归分析,为供应商的评估与绩效体系优化提供了参考。
[Abstract]:The civil aircraft industry belongs to the national strategic industry and can effectively improve the state's scientific and technological level. The National Medium- and Long-Term Science and Technology Development Plan 2006-2020 identified the development and development of large aircraft as one of the 16 major scientific and technological projects, which will contribute to the development of the civil aviation manufacturing industry. Improve the overall strength of the national manufacturing industry, will have a positive long-term impact. This paper mainly studies the supplier evaluation and performance evaluation of civil aircraft, including the following aspects: firstly, the status quo of supplier management research at home and abroad is introduced. On the basis of reviewing the experiences and lessons of China's civil aviation industry, this paper analyzes in detail the industrial chain of large domestic aircraft projects, expounds the main principles of supplier selection for domestic large aircraft projects, and secondly, applies the basic theories and methods of supplier management. According to the characteristics of domestic civil aviation manufacturing industry, a supplier evaluation system including R & D capability, financial status and integrated management level was established, and the supplier evaluation system including production and quality was constructed. Supplier performance system for logistics and delivery and customer service criteria. According to the type of supplier, AHP is applied to the calculation of index weight, and the targeted weight is set up. Finally, through the analysis of simulation examples, the flow of supplier evaluation and performance evaluation of civil aircraft is explained in detail. The effectiveness of the evaluation and performance system is verified. At the same time, the partial least square regression model is used to analyze the results of evaluation and performance evaluation, which provides a reference for supplier evaluation and performance system optimization.
