内江烟草员工综合评价机制研究

【摘要】:烟草行业多年来一直为国家创造着巨额利税,是国民经济发展的重要支柱产业之一,更是各级地方政府尤其是烟叶产区地方政府的重要财政来源。2002年,国家开始对烟草行业的工商企业实施分离管理,烟草商业企业主要承担了烟草专卖行政管理、卷烟成品的物流与市场营销、烟叶的种植技术指导、生产管理、收购、储运及销售等工作。 内江市烟草专卖局、四川省烟草公司内江市公司成立于1983年11月,为两块牌子,一套人马,政企合一的国有企业。主要负责全市卷烟、雪茄烟的调销和卷烟市场管理;宣传、贯彻、执行《中华人民共和国烟草专卖法》及《烟草专卖法实施条例》,运用法律、法规及行政手段对烟草行业和卷烟流通市场依法进行监督管理等。公司自组建以来,在烟草专卖执法方面先后制定了一系列制度和办法,确保了专卖执法的有效开展;经营业务方面,努力打造现代物流,开展现代营销,业务水平年年登上新台阶;企业管理上,结合行业特点,全面开展ISO质量管理体系,把企业精神文明建设纳入绩效考核内容,实行目标管理,全面推行机关效能建设,提升工作效率。 本文包括五部分。 第一部分是绪论。介绍了国内烟草行业的管理模式、产业分工,及内江烟草的基本情况。“十二五”期间,中国烟草行业的经营氛围不断发生着全新的、深刻的变化,烟草行业以“卷烟上水平”为中心,资源配置、组织结构、体制机制、管理模式都将发生更深入的变革,内江烟草要适应这种变革就必须在员工的综合评价方面做出一定的改革。而改革之前的调研工作,则充分发现了内江烟草在员工考核、发展和激励等方面存在着一系列的问题。解决这些问题所用到的各种理论和方法,就是本文研究的主要内容。 第二部分是论文研究的员工评价方面的理论基础。包括构建员工综合评价体系和激励机制的现实意义和重要性,并通过对工作内容、工作环境、企业文化、薪酬福利、人事制度、员工晋升等多种因素的分析,全面诊断了内江烟草人力资源系统的实际情况,并得出内江烟草需要改进的主要问题。 第三部分介绍了内江烟草构建员工综合测评机制的各种基础。主要描述了公司的重组整合情况,对比分析各类员工的身份差异现象、人数构成、岗位分布状况以及该公司重组整合前后部门和岗位设置的差异与变化。为后文中对岗位级别、工资体系和收入分配方式的分析研究做了准备工作。 第四部分详细分析了如何构建内江烟草的员工综合评价体系,首先必须建立以部门和个人关键绩效为基础的绩效考核体系,同时还要建立以评价员工素质为主的员工素质测评方案,将绩效考核与员工个人素质测评相结合,作为员工综合评价的方法。在确定了具体的评价方法和指标后,还要明确评价的组织机构、考评原则、评分结果的分类和分级,并做好员工对考评结果申诉的准备 第五部分是对内江烟草员工综合评价机制的结果应用分析。内江烟草的员工综合评价体系的建立,在充分的调研与数据分析基础上进行的。员工的发展就需要通过运用综合评价的结果,以排名为依据,作为他们晋升非领导职务的重要参考。 本篇论文是带有一定操作性的毕业论文,有积极的实际价值,内江烟草员工综合评价机制结合了绩效考核和员工综合素质的评定,将过去的仅仅以工作结果为导向的绩效考核,转变为以评价员工的综合业务水平和个人素质的方式。这种综合评价的结果,能够更好地发现和展现各岗位上的优秀人才,为他们提供更良好的发展空间和发展机会。

The second part is the theoretical basis of employee evaluation in the paper, including the practical significance and importance of building a comprehensive staff evaluation system and incentive mechanism, and through the analysis of various factors, such as work content, work environment, enterprise culture, salary and welfare, personnel system, staff promotion, and so on, the Neijiang tobacco human resources department is completely diagnosed.
