【摘要】:自从中国加入WTO后,我国成品油、原油市场逐步对外开放,国外先进大石油公司挤进中国市场,由此带来了低成本挑战,迫使各石油企业迅速改变自己,想尽各种办法来降低成本,增加效益。此时,采购被普遍关注起来,控制采购成本成为节能降耗的重要手段之一。 本文以千万吨炼油改造工程为背景,总结了传统分散采购的随意性大,采购效率低,机构设置重复等缺点,突出集中采购方便物资调剂,进行区域运作,获得价格优惠等优点。由采购管理模式的发展进程,说明集中采购是企业发展的必选之路。介绍了ABC存货管理法,二八法则,价值链等理论知识。通过大量案例说明目前的基建项目采购中还存在一些问题,并剖析其形成原因,从事前、事中、事后三阶段提出相应改进措施。如运用ABC存货管理法加强存货管理,降低仓储费用;利用价值链等原理,加强招标管理,逐步向制造商倾斜,减少中间环节采购费用等。文中最后提出希望,吉林石化公司能在短期内实现第三方采购,增强企业国际竟争力。 该项目改造过程中,实现集中采购,克服部分缺点,取得了一定的成效,达到了降低成本,提高企业效益的目的。通过本文分析,以期对炼化企业基建项目的成本预算和费用控制提供一定的帮助,对大型炼化企业项目改造,也有一定的参考价值。
[Abstract]:Since China's entry into the WTO, China's refined oil products and crude oil market have gradually opened to the outside world, and foreign advanced large oil companies have squeezed into the Chinese market, which has brought low cost challenges and forced various oil enterprises to change themselves quickly. Try your best to reduce costs and increase efficiency. At this time, procurement is generally concerned, and controlling purchasing cost has become one of the important means of saving energy and reducing consumption. In this paper, the shortcomings of traditional decentralized procurement such as large randomness, low procurement efficiency and repeated institutional setup are summarized, and the advantages of centralized purchasing convenient material adjustment, regional operation and price concessions are summarized. According to the development process of purchasing management mode, centralized procurement is the necessary choice for enterprise development. This paper introduces the ABC inventory management method, the law of two or eight, the value chain and other theoretical knowledge. A large number of cases show that there are still some problems in the procurement of capital construction projects at present, and analyze the reasons for their formation. The corresponding improvement measures are put forward before, during and after three stages. For example, using ABC inventory management method to strengthen inventory management and reduce storage cost, using the principle of value chain, strengthening bidding management, gradually tilting to the manufacturer, reducing the cost of purchasing in intermediate links, etc. In the end, it is hoped that Jilin Petrochemical Company can realize the third party purchasing in a short period of time and enhance the international competitive power of the enterprise. In the process of transformation, centralized purchasing is realized, some shortcomings are overcome, and some achievements are made, which can reduce the cost and improve the benefit of the enterprise. Through the analysis of this paper, we hope to provide some help to the cost budget and cost control of the capital construction project of the refinery and chemical enterprise, and also have certain reference value to the project transformation of the large-scale refinery and chemical enterprise.
