中国汽车零部件行业工资集体协商现状与对策探讨

【摘要】:改革开放30多年来,得益于整个汽车产业的快速繁荣,我国的汽车零部件行业也得到了长足发展。汽车零部件行业中作为主体的非公有制企业,为我国国民经济做出了重要贡献。然而与之相伴的是行业内中小型民营企业中的劳资矛盾也日益凸现。在当今构建社会主义和谐社会的大前提下,对于企业和员工来说,最大的和谐就是要在企业健康发展和效益逐步提高的基础上员工的收入也应该有同向增长。如何才能利用好工资薪酬这个收入杠杆,来确保员工和企业的双赢?是摆在全体政府、企业和员工三方的一个难题,而通过工资集体协商来解决这个问题应该是一个很好的办法。本文详细分析了汽车零部件行业中劳资关系存在的问题及原因,对目前汽车零部件行业内工资协商制度推行的现状、存在的问题以及试行中探索的对策进行了深入探讨。通过分析可知,我国汽车零部件企业要吸引人才、聚集人才和留住人才,通过在企业内推行工资集体协商制度建立起公平、公正、合理的工资管理体系不失为一种有效解决途径。然而,工资集体协商在我国真正开展的时间还不是很长,各项法制及配套环境建设也还不成熟,在汽车零部件行业的民营企业没有任何可以直接照搬的经验。本文的研究旨在探讨如何在汽车零部件行业推进企业工资分配制度,使其向着健康、有序、合法的方向发展,从而实现劳资双方的双赢,共享企业和社会发展的成果,构建社会主义和谐的、新型的、互利的劳动关系,最终有利于我国内地汽车零部件整个行业的长足、稳定、健康的发展。 论文共分五章。第一章绪论主要对本论文的研究背景及目的进行了论述,同时也阐述了开展工资集体协商的意义,最后一节概述了本文的主要内容和思路框架。第二章介绍了文中涉及的相关概念及理论基础,如工资、工资指导线、最低工资、劳动需求理论、合作性博弈理论、汽车零部件行业工资体系以及工资协商制度的基本内容等。第三章通过对汽车零部件行业现状及开展工资集体协商的典型案例进行分析后,总结出了我国内地汽车零部件行业工资集体协商开展的特点和产生的问题,对问题的原因从多个角度进行了简单分析。第四章从行业、劳资关系、劳动者、政府、工会、企业以及地方政府等角度提出了完善工资集体协商制度的建议,主要针对该项工作在我国内地汽车零部件行业的进一步推行提出建议。第五章为本文的结束语,对本文内容进行了总结并对汽车零部件行业今后开展工资集体协商的工作进行了展望。
[Abstract]:Since the reform and opening up for more than 30 years, thanks to the rapid prosperity of the whole automobile industry, China's auto parts industry has also been greatly developed. The non-public-owned enterprises in auto parts industry, as the main body, have made important contributions to the national economy of our country. However, the labor-capital contradiction in the small and medium-sized private enterprises is also becoming more and more obvious. Under the premise of building a harmonious socialist society, for enterprises and employees, the biggest harmony is that the income of employees should also increase in the same direction on the basis of the healthy development of enterprises and the gradual improvement of efficiency. How can we make good use of wage and salary as a revenue lever to ensure a win-win situation between employees and enterprises? It's a three-way problem for all governments, businesses and employees, and it should be a good way to solve it through collective wage bargaining. This paper analyzes in detail the problems and causes of labor relations in auto parts industry, and probes into the present situation of wage negotiation system in auto parts industry, the existing problems and the countermeasures to be explored in trial. Through the analysis, we can know that China's auto parts enterprises should attract, gather and retain talents, and establish a fair and just system of collective wage negotiation within the enterprises. A reasonable wage management system is an effective solution. However, the wage collective negotiation in China has not been carried out for a long time, the legal system and supporting environment construction is not mature, and there is no experience that can be directly copied in the private enterprises in auto parts industry. The purpose of this paper is to discuss how to promote the enterprise wage distribution system in the auto parts industry so as to make it develop in a healthy, orderly and legal direction, so as to achieve a win-win situation between employers and employees, and to share the fruits of enterprise and social development. The construction of socialist harmonious, new and mutually beneficial labor relations will ultimately benefit the rapid, stable and healthy development of the whole industry of automobile parts in the mainland of China. The thesis is divided into five chapters. The first chapter introduces the research background and purpose of this paper, and expounds the significance of wage collective negotiation. The last section summarizes the main content and framework of this paper. The second chapter introduces the related concepts and theoretical basis, such as wage, wage guidance line, minimum wage, labor demand theory, cooperative game theory, auto parts industry wage system and the basic content of wage negotiation system. After analyzing the current situation of auto parts industry and the typical cases of wage collective negotiation, the third chapter summarizes the characteristics and problems of wage collective negotiation in automobile parts industry in mainland China. The causes of the problem are analyzed from several angles. The fourth chapter puts forward some suggestions on how to improve the wage collective negotiation system from the angle of industry, labor relations, laborer, government, trade union, enterprise and local government. Suggestions are put forward for the further implementation of this work in the automobile parts industry in mainland China. The fifth chapter is the conclusion of this paper, which summarizes the content of this paper and looks forward to the future work of wage collective negotiation in auto parts industry.
