上海风电产业创新网络空间特征研究

【摘要】:当今社会,为摆脱和解决日益严峻的能源问题和环境问题,许多国家和地区开始不断探索发展新能源产业,其中风电产业由于风能资源的可再生、分布广、无污染等特性,成为了新能源产业发展的重要战略方向。早期,风电产业主要分布在欧美西方国家,如今已遍及除南极洲外的各大洲,彼此间的内外部联系形成了纵横交错的风电产业网络体系。然而,随着创新对产业发展越来越发挥着关键作用,风电产业的这种网络体系也逐渐衍生为一种特别的网络关系——创新网络。创新网络可以在网络内部成员之间实现资源共享,降低风电产业研发过程中的不确定性,提高创新效率,因而受到了风电产业发展国家和地区的高度重视,它们纷纷通过构建创新网络来提升各自的竞争实力。以上海为例,其作为引领我国产业经济发展前沿的国际大都市,本世纪在国内外产业与能源政策的刺激下,为抢占后金融危机时代新一轮产业制高点,风电产业近年来取得了快速发展,产业创新网络也已初步形成。 在这样的背景下,本文运用当前学术界研究的热门话题——创新网络理论,并采用企业访谈法和比较分析法等工具,对上海风电产业创新网络进行了研究。由于产业创新网络的研究目前主要集中在网络的构建及演化方面,而网络的空间特征则研究较少,加之经济一体化和全球化使得创新网络的空间尺度更加复杂多样,因而本文主要从不同空间尺度探究了上海风电产业创新网络的空间特征。首先,文章梳理了产业创新网络及风电产业创新网络的相关研究;其次,对创新网络的内涵、分类与特征等方面进行了归纳。本文认为,创新网络是随着创新过程的日益复杂,为减少创新过程中的不确定性和降低成本,创新主体之间通过各种正式或非正式的合作关系形成的。创新网络具有互补和互惠性、管理维护性、动态开放性等特征,并依据不同的分类标准可以分为不同的类型。在此基础上,本文分析了风电产业创新网络的结构、运行模型及基本形态,其中运行机制主要包括了创新机制、信任和学习机制、管理及利益分配机制,基本形态则归结为战略联盟和基于知识流动的非正式网络。 在案例研究中,本文先阐述了居全球首位的风电机组制造大国的风电产业创新网络,指出其创新网络呈现出本地化—全球化的空间演化特征。在其后的上海风电产业研究中,本文选取了本地尺度、长三角区域、全国及全球四个尺度,重点探讨了多尺度下的上海风电产业创新网络空间特征。文章指出,受多种因素影响,当前上海风电产业创新网络的主要空间尺度更多表现为本地化,且本地创新网络的空间特征出现了—北较明显的网络节点中心性—边缘化的现象,而在其他三种空间尺度下,本地创新网络节点与外部的联结互动则明显减少。最后,文章在结尾部分还从创新网络行为主体互动、网络管理及社区参与三方面提出了优化上海风电产业创新网络的建议措施。本文对上海风电产业创新网络的研究,不仅是对创新网络理论研究的有益补充,更是为今后提升上海风电产业的创新水平提供了指导性的借鉴意义。
[Abstract]:In today's society, in order to get rid of and solve the increasingly severe energy and environmental problems, many countries and regions have begun to explore and develop new energy industries. The wind power industry has become an important strategic direction for the development of new energy industry because of the renewable, widespread and non polluting characteristics of wind power industry. In the early stage, the wind power industry was mainly distributed in the wind power industry. Western and Western countries have now spread all over the continents except Antarctica. The internal and external connections between each other have formed a crisscross wind power industry network system. However, as innovation plays a key role in the development of industry, the network system of wind power industry has gradually derived into a special network relationship - innovation network The innovation network can share resources among the internal members of the network, reduce the uncertainty in the development process of the wind power industry, and improve the efficiency of innovation. Therefore, it is highly valued by the countries and regions of the development of the wind power industry. They have built an innovative network to improve their own competitive strength. Taking Shanghai as an example, it leads me. In this century, with the stimulation of domestic and foreign industry and energy policy, the international metropolis with the leading edge of domestic industry's economic development has made rapid development in recent years, and the industrial innovation network has also been formed in recent years.
Under this background, this paper studies the innovation network of Shanghai wind power industry by using the hot topic of current academic research, the innovation network theory, and the use of enterprise interview and comparative analysis. The research of industrial innovation network is mainly focused on the construction and evolution of the network and the space of the network. The characteristics are less research, and the economic integration and globalization make the spatial scale of the innovation network more complex and diverse, so this paper mainly explores the spatial characteristics of the Shanghai wind power industry innovation network from different spatial scales. First, the article combs the related research of the industrial innovation network and the wind power industry innovation network; secondly, the creation of the innovation network of wind power industry. The connotation, classification and characteristics of the new network are summarized. This paper holds that the innovation network is formed with the increasingly complex process of innovation, in order to reduce the uncertainty and reduce the cost in the process of innovation, the innovation network is formed through a variety of formal or informal relations. The innovation network has complementary and reciprocity, management and maintenance. It can be divided into different types according to different classification standards. On this basis, this paper analyzes the structure, operation model and basic form of the innovation network of wind power industry, in which the operation mechanism mainly includes innovation mechanism, trust and learning mechanism, management and benefit distribution mechanism, and the basic form is summed up. It is a strategic alliance and informal network based on knowledge flow.
In the case study, this paper first expatiates on the wind power industry innovation network, which is the largest producer of wind turbines in the world, and points out that its innovation network presents the spatial evolution characteristics of localization and globalization. In the subsequent Shanghai wind power industry research, this paper selects four scales, the local scale, the Yangtze River Delta region, the national and the global scale. The spatial characteristics of Shanghai wind power industry innovation network under multi scale are discussed. It is pointed out that, influenced by many factors, the main spatial scale of the current innovation network of the Shanghai wind power industry is more localized, and the spatial characteristics of the local innovation network appear in the north more obvious network node centrality marginalization. At the three space scales, the interaction between local innovation network nodes and external connections is significantly reduced. Finally, in the end, the paper also puts forward some suggestions on optimizing the innovation network of Shanghai wind power industry from the three aspects of innovation network behavior subject interaction, network management and community participation. This paper studies the innovation network of Shanghai wind power industry. It is not only a useful supplement to the research of innovation network theory, but also a guiding reference for improving the innovation level of Shanghai wind power industry in the future.
