四川承接电子信息产业转移对策研究

【摘要】：“二战”以来,全球现代产业经历了三次大的调整和“迁徙”过程,每一次都造就了一个全球性“经济奇观”,实现了区域经济综合竞争力的整体跃升。自二十一世纪初,全球产业第四次大转移从中国东南沿海开始,迅速发展蔓延,至2007年全球金融危机达到高潮。在这历史进程中,四川抓住机遇,将电子信息产业作为全省“一号工程”,承接引进了英特尔、德州仪器、富士康、仁宝、联想等一批全球知名品牌商和制造商,实现了产业质和量的蜕变,推动四川发展成为中国IT第四极。随着跨国大企业全球布局基本完成、国外直接投资流向悄然改变、产业开始逆向梯度流动等产业转移新情况的出现,四川承接电子信息产业转移面临国际国内双重竞争压力,依靠增量推动产业高速增长的模式受到了严峻挑战,承接产业转移面临“瓶颈”制约。在这种复杂情况下,本文认真梳理了国内外关于承接产业转移的相关研究,选取四川在人力、物力、财力方面均有较大投入的电子信息产业为例,创造性地从产业发展的视角,以公共管理、区域经济等理论为指导,重点搜集整理了国家和四川关于承接产业转移的政策法规、国际及台湾地区权威研究机构统计数据,并对四川电子信息企业进行了问卷调查和调研座谈,掌握了第一手和第二手资料。在此基础上,对当前国际产业转移新情况进行了研判,分析提出了产业转移的新动力、新流向,分析了四川承接电子信息产业转移的现状、面临的机遇和挑战、存在的问题和不足,提出四川对承接电子信息产业转移仍存在相当旺盛的需求,但将逐步由“黄金期”转入“调整期”,四川不能再单纯依靠招商引资的增量来推动产业发展,必须在发展途径、思路方面做出战略性转变,转向主要依靠完善结构、创新驱动、内生增长的模式推动产业健康持续发展,并对此提出6点对策建议。
[Abstract]:Since World War II, the global modern industry has undergone three major adjustments and migrations, each of which has created a global "economic wonder" and realized the overall rise of regional economic competitiveness. Since the beginning of 21 century, the fourth great shift of global industry began from the southeast coast of China, and developed rapidly, and reached the climax of global financial crisis in 2007. In this historical process, Sichuan seized the opportunity to take the electronics and information industry as the "No.1 Project" in the province, following the introduction of Intel, Texas Instruments, Foxconn, Renbao, Lenovo and other well-known global brands and manufacturers. Realize the transformation of industry quality and quantity, promote Sichuan to become the fourth pole of IT in China. With the completion of the global distribution of large multinational enterprises, the quietly changing of foreign direct investment flows and the emergence of new situations of industrial transfer, such as the reverse gradient flow of industries, Sichuan faces double competitive pressures at home and abroad to undertake the transfer of electronic and information industries. The model of relying on increment to promote the rapid growth of industry has been severely challenged, and the "bottleneck" of undertaking industrial transfer has been faced. In this complex situation, this paper carefully combs the domestic and foreign related research on undertaking industrial transfer, selects Sichuan electronic information industry with large investment in human, material and financial resources as an example, creatively from the perspective of industrial development. Guided by the theories of public administration and regional economy, this paper focuses on collecting and sorting out the policies and regulations of the state and Sichuan on undertaking industrial transfer, as well as the statistical data of authoritative international and Taiwan research institutions. And the electronic information enterprises in Sichuan carried out questionnaire survey and discussion, mastered the first-hand and second-hand materials. On this basis, the new situation of international industry transfer is studied and judged, and the new power and direction of industrial transfer are put forward, and the present situation, opportunities and challenges faced by Sichuan to undertake the transfer of electronic and information industry are analyzed. Existing problems and shortcomings, it is pointed out that Sichuan still has a strong demand for undertaking the transfer of electronic information industry, but it will gradually change from "golden period" to "adjustment period", and Sichuan can no longer simply rely on the increment of attracting investment to promote industrial development. We must make a strategic change in the way of development and train of thought, and turn to the mode of improving structure, innovating driving and endogenous growth to promote the healthy and sustainable development of industry, and put forward six countermeasures and suggestions.
