破除能源领域行政性垄断

【摘要】：正"节流"就要求打破我国能源领域现行的行政性垄断和价格管制,同时利用市场和政府的手段把能源的价格机制理顺。对此建议如下:1.推进能源领域的市场化改革,首先是要破除石油、天然气和电力三大行业各种形式的行政性垄断,放开市场准入。在油气领域,经由先易后难、逐步推进的策略,可先打破原油和成品油进口环节的行政性垄断,放开下游流通环节;
