中国能源利用效率区域差异性研究

【摘要】:能源紧缺以及能源生产、消费所带来的环境污染已是当前我国经济社会发展亟待解决的重大现实问题。由于能源的稀缺性这一特征,提高能源效率成为破解这一难题的必经之路。由于中国地区间能源消耗效率还存在着巨大差异,,因此,在制定节能降耗的政策上如果全国各地不分条件,照搬一个模式,虽然可以实现中国节能降耗的整体目标,但在很大程度上会对部分地区经济社会的发展产生制约。故而,区域间能源效率的研究具有重要的现实意义。 本文首先从理论层面介绍了能源效率的衡量指标,认为全要素能源效率指标更加科学全面合理;其次将我国省、市、自治区划分为沿海、东北部、中部、西部四大区域,结合我国整体和区域单要素能源效率现状,基于DEA模型,以我1995-2011年间的资本存量、劳动力和能源消费作为投入指标,以各省市历年实际GDP为产出指标,对我国四大区域全要素能源效率进行了测算。之后,为了探讨各影响因素对了中国四大区域能源效率作用的大小、方向,利用面板数据模型对四大区域的能源效率及其影响能源效率的因素进行了论证分析,研究发现我国区域能源利用效率发展极不均衡,并且各地区不同指标的影响程度也有很大的差距,因此如何有效地提高各地区的能源利用效率,这就要求政府应据各地区的实际情况,在不同时期分别考虑不同的区域发展战略。
[Abstract]:Energy shortage and environmental pollution caused by energy production and consumption have become an important practical problem to be solved in China's economic and social development. Because of the scarcity of energy, improving energy efficiency is the only way to solve this problem. As there are still huge differences in the efficiency of energy consumption among regions in China, therefore, in formulating policies for energy conservation and consumption reduction, if all parts of the country copy a model regardless of conditions, although the overall goal of energy conservation and consumption reduction in China can be achieved, However, to a large extent, it will restrict the economic and social development of some regions. Therefore, the study of energy efficiency between regions has important practical significance. This paper first introduces the energy efficiency measurement index from the theoretical level, thinks that the all-factor energy efficiency index is more scientific, comprehensive and reasonable; secondly, divides our province, city and autonomous region into four regions: coastal, northeast, central and western. Based on the DEA model, the capital stock, labor force and energy consumption between 1995 and 2011 are taken as input indicators, and the actual GDP of provinces and cities are taken as output indicators. The total factor energy efficiency of four regions in China is measured. Then, in order to discuss the magnitude and direction of the energy efficiency in the four regions of China, the panel data model is used to analyze the energy efficiency of the four regions and the factors that affect the energy efficiency. It is found that the development of regional energy use efficiency in China is very uneven, and the influence degree of different indexes in different regions is also very different. Therefore, how to effectively improve the energy use efficiency in different regions, This requires the government to consider different regional development strategies in different periods according to the actual situation of each region.
