外商直接投资与山东省制造业产业集聚互动研究

【摘要】：经济全球化的全面深度发展致使跨国公司将视野扩展至全球，将公司的生存与发展立足于全球资源、技术与人才的效率配合，以及产业链的国际化，并且不再局限于某几个国家内部生产要素的攫取。基于此，跨国公司本土化战略的研究成为当今经济研究的重点。世界大型公司和企业，为寻找自身发展机遇，为获取比其它竞争者较之很少的成本但是较多的技术，以及迅捷快速的本行业消息等，对其他国家输入本国资金，所以与此同时带来大量的外资流入、行业革新能力，促使着产业集群的发展。跨国公司本土化战略具体到某一个东道国或是东道国中的某一个区域、某一个省份都是有所不同的，，因此伴随着流入各地的外资结构和外资区位投向也是各有特点，产业集群又各有特色。在复杂的经济形势下，如何应对好经济风险，发挥好外资作用，调整好资本流向结构，促进中国产业升级、优化以及更新等等成为当下重要的研究课题。山东省作为中国的沿海经济强省，紧跟国家发展政策的指引，早在改革开放初期就积极地吸引外资，推行各种鼓励跨国公司前来投资的政策措施，使得在近30年来山东省的第二产业发展迅猛，特别是制造业呈现集群趋势。山东不单单是农业大省，也是经济领域涵盖全面，工业基础雄厚，常年作为国家纳税贡献最多的省份之一，省政府致力于结构转型、绿色发展、科技创造多年，为吸引外资铺平了前路，营造了支撑背景。外商直接投资对于产业集群的发展，具有举足轻重的作用，产业集群也是跨国公司投资区位选择的最优先考虑的一个重要因素。立足于此，本文具体研究山东省内外商直接投资现状特点与结构特点，并对山东省制造业产业集群进行分析，特别是山东省内制造业产业集聚的程度，以及细分制造业产业集群的现状和发展。在大量文献学习的基础上，使用年鉴数字归纳整理，对去年外资和制造业细分产业集群的静态评价和多年动态观察总结，从集聚优势方面在此文中展开分析，忽略集群消极面作用，为计量验证奠定基础数据与分析背景。本文采用2000-2010年的年鉴数据对山东省FDI与山东省制造业集聚程度——区位熵，进行实证检验与回归分析。并通过对两者的实证分析得出两者存在显著相关关系，在文章最后，针对平衡山东西部和东部城市外资分布、如何合理使用外资、发挥产业集聚的带动作用等问题提出了几项政策建议。
[Abstract]:The comprehensive and deep development of economic globalization has led multinational companies to expand their vision to the world, to base their survival and development on global resources, to coordinate the efficiency of technology and talent, and to internationalize the industrial chain. And no longer confined to a few countries within the grab of factors of production. Based on this, the localization strategy of multinational corporations has become the focus of economic research. The world's largest companies and companies, in search of their own development opportunities, to gain access to less costly but more technology than other competitors, as well as quick and rapid information about the industry, etc., import their own capital to other countries, So at the same time bring a lot of foreign capital inflow, industry innovation ability, promote the development of industrial clusters. The localization strategy of multinational corporations is specific to a host country or a certain region in the host country, and a province is different. Therefore, the structure of foreign capital and the location of foreign investment are different with each other. Industrial clusters also have their own characteristics. In the complex economic situation, how to deal with economic risks, play a good role in foreign capital, adjust the structure of capital flow, promote China's industrial upgrading, optimization and renewal become an important research topic. As a strong coastal economy province in China, Shandong Province, closely following the guidance of the national development policy, actively attracted foreign investment as early as the beginning of reform and opening up, and carried out various policies and measures to encourage multinational companies to come and invest. In the past 30 years, the secondary industry in Shandong Province has developed rapidly, especially in the manufacturing industry. Shandong is not only a big agricultural province, but also a comprehensive economic area, with a strong industrial base. It has been one of the provinces that have contributed the most in tax payment all the year round. The provincial government has devoted itself to structural transformation, green development, and scientific and technological creation for many years. It paved the way for attracting foreign investment and created a supporting background. Foreign direct investment (FDI) plays an important role in the development of industrial clusters. Industrial cluster is also the most important factor in the choice of investment location of multinational corporations. Based on this, this paper specifically studies the characteristics and structural characteristics of FDI in Shandong province, and analyzes the manufacturing industry cluster in Shandong Province, especially the degree of manufacturing industry agglomeration in Shandong province. As well as the current situation and development of subdivision manufacturing industry cluster. On the basis of a large number of literature studies, this paper uses yearbook numbers to summarize the static evaluation and dynamic observation of industrial clusters of foreign investment and manufacturing industry segmentation last year, and analyzes the advantages of agglomeration in this paper. The negative effect of cluster is ignored, which lays the foundation data and analysis background for measurement verification. Based on the yearbook data from 2000 to 2010, this paper makes an empirical test and regression analysis on the agglomeration degree of FDI and manufacturing industry in Shandong Province-location entropy. And through the empirical analysis of the two there is a significant correlation between the two, in the end of the article, in order to balance the distribution of foreign capital in the western and eastern cities of Shandong, how to use foreign capital reasonably, Give play to the leading role of industrial agglomeration and other issues put forward several policy recommendations.
