【摘要】:分布式能源是目前最高效的天然气利用方式,对我国优化能源结构、促进节能减排具有重大意义。2011年10月,国家四部委(发革委、财政部、住建部、国家能源局)联合发布《关于发展天然气分布式能源的指导意见》,在政策上扶持推动天然气分布式能源的发展。本文针对GF能源投资有限公司计划建设的GF天然气分布式能源项目(简称GF电厂)撰写商业计划书。 GF电厂采用燃气-蒸汽联合循环冷热电联供(CCHP)技术,通过吸收式制冷循环(热驱动制冷)和供热循环的有机结合,使系统高低温热能得以合理利用,实现能源的高效转换和能量的梯级利用,不但提高能源的综合利用效率(国外技术已经达到96%以上),而且极大减少了碳化物和有害气体的排放。GF电厂选址中山市GP工业区,投产后输出电能送入电厂近区电网,,就近满足工业区的用电需求,降低输配电成本。目前工业区内用热企业普遍使用能耗高、污染重的燃煤或重油小型锅炉,过量排放的废气给生态环境造成严重污染,属于国家强制关停的重污染设备。GF电厂在满足区内集中供热需求的同时,将有助于加快关闭小型锅炉、促进节能减排的步伐,进一步提高能源的综合利用效率。另外,吸收式制冷将蒸汽热负荷变成冷水,直接满足区内集中制冷需求,可以减少使用常规电力空调系统,降低热岛效应,缓解夏季空调用电高峰压力,大大提高能源利用效率,兼具节能和环保的优点。与传统集中式系统相比,分布式系统具有能源转换高效、洁净安全、削峰填谷、经济效益好等优点。在能源负荷集中、环保压力严峻的工业区建设天然气分布式能源电厂,具有良好的经济效益和社会效益。 本商业计划书主要从项目概况、市场分析、技术方案、环境保护、财务评价和风险评估等几方面对GF电厂项目进行研究分析,为投资提供科学的决策依据。
[Abstract]:Distributed energy is the most efficient way to use natural gas at present, which is of great significance to optimize energy structure and promote energy saving and emission reduction in China. In October 2011, four national ministries (NDRC, Ministry of Finance, Ministry of Housing and Construction, Ministry of Development and Development, Ministry of Finance, Ministry of Housing and Construction), The State Energy Administration jointly issued the guidance on the Development of Natural Gas distributed Energy, which supports and promotes the development of natural gas distributed energy. This paper writes a commercial plan for the GF Natural Gas distributed Energy Project (GF Power Plant) planned by GF Energy Investment Co., Ltd. The GF power plant adopts the combined cooling and heat supply (CCHP) technology of gas-steam combined cycle, through the organic combination of the absorption refrigeration cycle (heat driven refrigeration) and the heating cycle, the high and low temperature heat energy of the system can be utilized reasonably. The realization of efficient energy conversion and cascade use of energy not only improves the efficiency of comprehensive utilization of energy (foreign technologies have reached more than 96%), The GF power plant has chosen the GP Industrial Zone of Zhongshan City and put the output electric energy into the power grid of the near area of the power plant after putting into production to meet the demand of electricity in the industrial area and reduce the cost of transmission and distribution. At present, small coal-fired or heavy-oil boilers with high energy consumption and heavy pollution are commonly used in industrial areas, and excessive emissions of waste gas cause serious pollution to the ecological environment. GF power plant will help to speed up the closure of small boilers, promote the pace of energy saving and emission reduction, and further improve the comprehensive utilization efficiency of energy. In addition, absorption refrigeration converts the steam heat load into cold water, directly meets the central refrigeration demand in the area, reduces the use of conventional electric power air conditioning systems, reduces the heat island effect, and relieves the peak pressure of electricity consumption in summer air conditioners. Greatly improve the efficiency of energy use, with the advantages of energy conservation and environmental protection. Compared with the traditional centralized system, the distributed system has the advantages of high efficiency of energy conversion, clean and safe, peak cutting and valley filling, and good economic benefits. The construction of natural gas distributed energy power plant in the industrial area with concentrated energy load and severe environmental pressure has good economic and social benefits. This business plan mainly studies and analyzes the GF power plant project from the aspects of project overview, market analysis, technical scheme, environmental protection, financial evaluation and risk assessment, and provides scientific decision basis for investment.
