我国食品安全保障体系的沿革、现实与趋向

【摘要】：对制度变迁的回顾有助于更好地理解制度的现实。新中国成立至今,我国食品安全保障体系共经历了五个阶段,二十一世纪前的制度变迁主要源自对社会、经济主体制度的适应性从属变革,而之后的变迁则属外部危机压力下的主动调整。我国目前虽然基本形成多层次的食品安全保障体系,但在外部环境、监管能力、监管对象、消费主体等方面依然存在诸多治理困境。十八届三中全会对食品安全治理改革进行了重要表述,通过对其内容的分析可以看出,集中监管、多方共治将是未来我国食品安全保障体系改革的重要趋向。
[Abstract]:A review of institutional changes helps to better understand the reality of institutions. Since the founding of the people's Republic of China, China's food security system has undergone five stages. The institutional changes before the 21 century mainly resulted from the adaptive subordinate changes to the social and economic subject systems. Then the change is the active adjustment under the pressure of external crisis. Although the multi-level food security system is basically formed in our country, there are still many difficulties in the aspects of external environment, supervision ability, supervision object, consumer main body and so on. The third Plenary session of the 18th CPC Central Committee made an important statement on the reform of food safety governance. Through the analysis of its contents, it can be seen that centralized supervision and multi-party co-treatment will be the important trend of the reform of food safety and security system in the future.
