华润热电公司检修项目管理研究

【摘要】:随着我国电力市场改革的深化,火力发电企业为进一步提高效率,适应市场竞争,大多采取将传统的检修分厂推向市场,即在确保企业自身设备检修需要的同时,也向其它发电企业提供检修服务。由于许多新建电厂都不再设检修分场,采取设备检修外包,从而出现了电厂设备检修市场。对于参与检修市场竞争的检修公司来说,如何在检修市场上展开竞争,竞争获得的检修项目如何科学管理,直接影响到检修公司的经营效益和稳定发展。本文以华润热电厂检修项目为例,探讨了检修项目的组织沟通管理、进度管理、成本管理和风险管理。 华润热电厂检修项目的检修主要包括锅炉检修、汽轮机检修、安全阀检修和砖烟道检修;为确保项目取得相应的效益,需要科学地设计项目组织机构,采取科学的项目管理方法对项目实施管理。为此,论文介绍了项目组织结构、组织设计原则、项目沟通原则和有效的项目沟通方法.其中组织结构主要是线性组织结构和矩阵组织结构,,在沟通管理方面选择高效的沟通方法不仅能提高工作效率还能降低成本;进度管理主要介绍了甘特图和网络计划图,进度控制措施主要有组织措施、技术措施、管理措施和经济措施;在成本管理方面,主要介绍人力资源成本管理,分析了检修项目成本管理中的问题,进而介绍了成本累计曲线法、挣得值法和价值工程法控制项目成本;在风险管理方面,介绍了检修项目存在的风险种类、风险识别和风险评价方法。主要包括定性和定量方法,定量方法主要介绍了期望值法。最后介绍了风险的应对措施。
[Abstract]:With the deepening of electric power market reform in China, thermal power generation enterprises, in order to further improve efficiency and adapt to market competition, mostly take the traditional maintenance branch plant to the market, that is, to ensure the equipment maintenance needs of enterprises at the same time. Also to other power generation enterprises to provide maintenance services. As many new power plants no longer set up maintenance sub-field, equipment maintenance outsourcing, thus there is a power plant equipment maintenance market. For the maintenance companies that participate in the maintenance market competition, how to compete in the maintenance market and how to manage the maintenance items obtained by the competition will directly affect the operation efficiency and stable development of the maintenance companies. Taking the maintenance project of China Resources Thermal Power Plant as an example, this paper discusses the organization and communication management, schedule management, cost management and risk management of maintenance project. The maintenance of China Resources Thermal Power Plant mainly includes boiler maintenance, steam turbine maintenance, safety valve maintenance and brick flue maintenance; In order to ensure the corresponding benefit of the project, it is necessary to design the organization of the project scientifically and adopt the scientific project management method to manage the project. Therefore, the paper introduces the project organization structure, the organization design principle, the project communication principle and the effective project communication method. The organizational structure is mainly linear organization structure and matrix organization structure. Choosing efficient communication method in communication management can not only improve work efficiency but also reduce cost. Schedule management mainly introduces Gantt chart and network plan chart, schedule control measures are mainly organized measures, technical measures, management measures and economic measures; In the aspect of cost management, it mainly introduces the human resource cost management, analyzes the problems in the maintenance project cost management, and then introduces the cost cumulative curve method, the earned value method and the value engineering method to control the project cost. In the aspect of risk management, the risk types, risk identification and risk evaluation methods of overhaul project are introduced. It mainly includes qualitative and quantitative methods, and quantitative method mainly introduces the expected value method. Finally, the measures to deal with the risk are introduced.
