价值工程在风电项目生命周期管理中的应用
[Abstract]:Value engineering (VE) is a kind of thought method and management technology which systematically analyzes and innovates the function and cost of the studied object from the point of view of the combination of technology and economy, aiming at improving the value of the studied object. During the Eleventh five-year Plan period, China's wind power generation developed on a large scale, but most of the wind power projects in China did not achieve their due benefits because of rapid growth, which was caused by many factors. For example, the initial one-off investment is large and the project payback period is long, and limited by the operation period of online electricity and wind power price, the profitability of the project is limited, and even some projects gradually show a state of loss since the date of commissioning. Aiming at this kind of problem of wind power project, based on the theory of value engineering, this paper analyzes the key factors that affect the value of wind power project from the point of view of function and cost. Through the analysis, this paper selects the macro location of wind farm. The selection of wind turbine and the construction progress of wind power project are the research objects of value enhancement and improvement. In the aspect of macro location of wind farm, in view of the fact that macro location of wind farm is a comprehensive evaluation and decision-making process involving many factors, such as wind energy resources, topographic geology, power grid conditions and so on, After summing up the present situation and development trend of macro location of wind farm in China, this paper discusses and analyzes in detail the main influencing factors of macro location and the evaluation characteristics of location value of wind farm. The idea and method of macro location value evaluation based on power generation and cost estimation are put forward. In the aspect of wind turbine selection, under the specific wind energy resources, unit selection is not only related to the annual power generation of wind power project, but also the key factor to determine the construction cost. From two aspects of power generation and cost, this paper puts forward an optimal selection method of wind turbine based on the concepts of specific construction cost and specific power construction cost. In the aspect of construction progress of wind power project, based on the construction content and construction characteristics of wind power project, the rapid construction method of wind power project is discussed, and the rapid development and construction method of design-construction parallel and parallel pipeline construction operation is put forward. Without increasing the cost, the construction period can be greatly shortened and the project can be put into production ahead of time. In this paper, through the combination of theory and practice, some research results have been obtained, which can be used as a reference for the future wind power project construction and related research.
