A供电公司组织架构体系优化研究

【摘要】：随着我国市场经济体制的逐步建立和完善，电力体制改革的持续深化，供电公司作为国有企业的弊端在市场竞争中逐渐显现出来。本文从改善管理现状，提高A供电公司的综合竞争力出发，通过对A供电公司的组织架构现状的分析，审核现阶段的组织结构与运营水平，运用SWOT分析工具对公司内外部环境进行了深入分析，发现原组织架构体系存在的问题；然后以公司战略为指导，按照“集约化、扁平化、专业化”方向，设计了公司新的组织架构体系方案，明确了部门职能，压缩了管理层级，缩短了业务链条，整合优化公司业务管理体系、优化公司工作流程，统筹人财物核心资源，建立起一套更加科学、更加高效的组织管理体系，从而从根本上提高电力企业的效率，增强电力企业的市场竞争力。供电企业组织机构体系研究虽然具有十分重要的意义，但目前国内相关的研究文献及其理论成果还不常见，在资料收集和整理中，只能借助于其它相关组织结构设立的理论。文中所讨论的组织架构体系模式也需要在公司运行实践中经历检验，，不断完善。

[Abstract]:With the gradual establishment and improvement of China's market economy system and the continuous deepening of power system reform, the drawbacks of power supply companies as state-owned enterprises gradually appear in the market competition. In order to improve the present situation of management and improve the comprehensive competitiveness of A power supply company, through the analysis of the present situation of the organizational structure of A power supply company, this paper examines the organizational structure and operation level at the present stage, analyzes the internal and external environment of the company by using SWOT analysis tool, and finds out the problems existing in the original organizational structure system. Then, under the guidance of the company strategy, according to the direction of "intensification, flattening and specialization", a new organizational structure system scheme of the company is designed, which clarifies the functions of the department, compresses the management level, shortens the business chain, integrates and optimizes the business management system, optimizes the work flow of the company, coordinates the core resources of people and property, and establishes a more scientific and more efficient organizational and management system. So as to fundamentally improve the efficiency of electric power enterprises and enhance the market competitiveness of electric power enterprises. Although it is of great significance to study the organizational system of power supply enterprises, the relevant domestic research literature and its theoretical results are not common at present. In data collection and collation, we can only rely on the theory of other related organizational structures. The organizational architecture model discussed in this paper also needs to be tested and constantly improved in the operation practice of the company.
