东尼罗河流域水电政治互动及粮食与能源安全问题

　　本研究主要试图考察东尼罗河次流域国家之间不断变化的水电政治互动如何影响沿岸国家对东尼罗河次流域水资源的利用,从而决定它们在所谓的“电力-水-粮食-能源的关系”中的能源和粮食安全。东尼罗河次流域(ENSB)是指由埃及、埃塞俄比亚和苏丹组成的次流域。埃塞俄比亚是尼罗河水资源丰富的国家。埃及和苏丹这两个处于最下游同时最依赖尼罗河沿岸水域的地区也位于东尼罗河次流域。东尼罗河次流域值得研究的原因有很多。首先,东尼罗河次流域由尼罗河流域沿岸国家中那些对尼罗河流域有相当的利益和关切的国家组成。他们的发展都需要东尼罗河次流域的水资源。其次,从水电政治互动的角度来看,反霸权国家埃塞俄比亚及一直努力维持现状的最下游国家埃及和苏丹都位于该次流域。从水安全角度来看,埃及和苏丹依赖主要来自埃塞俄比亚的水资源,埃塞俄比亚希望水资源可以助力其发展。此外,该次流域连接着尼罗河和非洲之角这两个充斥着冲突的地区,具有重要的地缘战略意义。从地缘政治的角度看,非盟和阿盟的总部也分别位于埃塞俄比亚和埃及。以上原因使得东尼罗河次流域沿岸国家间的水电政治互动更加复杂,从而使东尼罗河次流域成为更大范围的水电政治竞争的热点。在很大程度...
