巴基斯坦电力部门可持续发展环境影响评估

电力部门在经济中的作用对于生产制造、产品消费和服务至关重要。电力因其是所有可用能源中用途最广泛的能源,成为促进经济和社会增长的最重要的基础设施之一。人口扩张、城市化、工业化和技术进步提高了巴基斯坦的电力消耗。管理不善和战略规划执行不当均会降低电力部门的绩效和功能。电力部门曾经无法满足日益增长的电力需求,甚至导致持续的电力短缺,最终严重阻碍了巴基斯坦的经济增长。因此,巴基斯坦在20世纪80年代后期将私营部门的资源用于电力生产,并实施了多种激励措施。尽管进行了一系列改革和结构调整,电力行业依然惨淡。债务循环、能源成本高企、发电行业投入不足、发电能力利用不足和过度使用只是该行业面临的众多问题中的一小部分。巴基斯坦60%以上的电力均来自不可再生资源,加剧了该国的经济和环境挑战。火力发电的份额大和容量成本高是进行绿色和廉价能源转型的主要挑战。本文研究了电力部门的问题、绩效和实现可持续发展的路径。本文的第一部分回顾了巴基斯坦电力部门的现状和2015年出台的能源政策,进而揭示巴基斯坦发电、输电和配电部门的现有问题。为此,本部分使用多维变量比较了2015年和2021年整个电力部门的状况。巴基斯坦201...
